e

.

.

"

white elevations are also included in the plan set (sheets A2-0l and A2-02). Note on the
black and white elevations: in the lower left corner of each elevation is a small key plan of
the building, the dark line on the key plan shows the location of the particular elevation.

6. Building Height - Does Not Meet Requirement

The maximum height for buildings in the B-1 Limited Business District is 35 feet. The
Special Use Permit does not seem to indicate any different standard for building height.
The majority of the new four-story dormitory appears to range from 43 to 53 feet in
height. However, there are architectural features and stairwell areas which appear to
reach 57 feet in height. The visual impact of the height of the proposed dormitory would
most likely be noticed from the right-of-way area to the east and the properties on the east
side of Highway 51 in the I-Flex district. The non-campus residential properties closest
to the proposed dormitory would be north ofthe 694/ County Road F right-of-way area.

Proposed Buildings Height

~
. 35' Approx. range 43-57'

7, Parkiug - Does Not Meet Requirement.

The Special Use Permit (78-5) in condition #9 that parking shall be provided according to
the following guidelines:

A. Apartments - 1.5 spaces per dwelling unit
B. Dormitories - .3 spaces per bed
C. Non-Resident Student Parking - .5 spaces per off-campus student or .3 spaces per
seat of largest assembly facility, whichever is greater
D. Faculty and Staff - .75 spaces per member
E. Athletic Facility - .3 spaces per seat, and
F. Space shall be reserved and a site (or sites) prepared for overflow parking. Such
area need not be surfaced.

Presently there are 1)06 parking spaces on the campus, including 41 spaces on the ana
Orth athletic complex. The number of spaces on the main portion of the campus, east of
Old Highway 10, is 1,265. It appears that the dormitory in its originally proposed
location on the southern portion of the campus would have utilized existing parking
areas. However, in the dormitory's new location 47 parking spaces have been included in
the plans. Staff has reviewed the standards for both apartments and dormitories, as this is
an "apartment/suite-style dormitory" and compared those standards to the applicant's

\\Earth\Planning\PJanning Cases\2004\04-02 Bethel SUP Amendment for dormitory (PENDING)\03-03-04 PC Report Bethel.doc

Page 60f9
