Access. The property is accessedoffofState Highway 51 and Old Highway 10, via <br />intemal service drives. State Highway 51 is designated as a major arterial in the <br />Comprehensive Plan. Old Highway 10 is designated as a minor arterial in the <br />Compressive Ptan. The StatTwould conclude that the two existing points of access <br />are appropriate for this use and that additional points of access are not warranted. <br /> <br />2. Circulation. The primary circulation route though the campus is Bethel Drive. The <br />Master Plan (existing and proposed) provides for the development of a west athletic <br />field. The entrance lines up with the Bethel Drive entrance at Highway 10. <br /> <br />3. Parking Requirements. The Special Use Permit (78-5) states in condition (#9) that <br />parking shall be provided for as follows: <br /> <br />a. Apartments - 1.5 spaces per dwelling unit, <br />b. Dormitories - .3 spaces per bed, <br />c. Non-Resident Student Parking - -5 spaces per off - campus student or .3 space per <br />seat oflargest assembly facility, whichever is greater, <br />d. Faculty and Staff - .75 space per member <br />e. AtWetic Facility - .3 space per seat, and <br />f. Space shall be reserved and a site (or sites) prepared for overflow parking. Such <br />area need not be surfaced. <br /> <br />Planning Case 99-05 created a total of 1,265 parking spaces. The proposed Master <br />Plan and Site Plan show 41 additional spaces to be located on the west athletic <br />complex giving the campus a new total of 1,306 parking spaces. <br /> <br />These summaries would indicate that the parking on the main campus to be sufficient <br />to accommodate the needs of the campus. However, staff has some concerns wether <br />the 41 parking spaces at the proposed west atWetic complex will be sufficient for the <br />area. It is understood that students living on campus would walk however, staff <br />would not like to see people parking on the surrounding streets and at the main <br />
