The <br />College noted they would be taking several steps to reduce the parlcing problem. <br /> <br />. Freshmen will not be allowed to have cars on campus. For special needs a small <br />number of spaces will be allotted and available by appeal. <br /> <br />. Shuttle service will be expanded to allow for increased student needs. <br /> <br />. Car-pooling incentives are being implemented for faculty and staff <br /> <br />. A vehicle registration fee, of $40 per semester, will be implemented for all <br />students. TIlls registration fee, similar to that levied at other area schools, will be <br />used for purposes such as increased shuttle service, lot security, and the <br />construction and maintenance of new and existing parking lots. <br /> <br />4. Traffic Impacts. The Special Use Permit (78-5) includes a condition (#6) which <br />states; "Traffic generated by the normal college use shall not exceed volumes <br />anticipated for low to medium density (approximately 3 to 4.5 dwelling units per <br />acre) residential development ofthe site (approximately 3200 to 3300 trips per day)", <br />Traffic should not be incrcased beyond these levels with the development of this <br />facility. <br /> <br />5. Buildings. The revised Master Plan provides for one new storage building located on <br />the proposed athletic field site. The building will be constructed using the bethel <br />brick as other buildings on campus have been. <br /> <br />c:_ <br /> <br />6. Building Height. Given, that the property is within the shoreland area of Valentine <br />Lake, the Shoreland Management section of the City Code (Chapter 20.5) prescribes <br />the maximum height for structures as 35 feet (Section 20.5-41), <br /> <br />Variance may be needed for buildings taller than 35 feet. The proposed building <br />would not exceed 35 feet. <br /> <br />7. Lot Coverage. Subsequent to the approval of the Master Plan in 1978, various <br />figures have been used to portray the percentage oflot coverage (impervious area) at <br />the college. The SUP stipulates that the lot coverage shall not exceed 25 percent. <br /> <br />The College's current impervious surface area is 33,80 acres or 21.1 percent of the <br />160,14 acre site. The new athletic facility (building and parking) would add 2A acres <br />of impervious surface, The proposed Master Plan would provide for an impervious <br />surface area of 22.6 percent (33.80 + 2A acres / 160.14 acres). The Staff concludes <br />that the revised Master Plan does not exceed the maximum lot coverage of25 <br />percent. <br /> <br />8. Building Setbacks.
