November Work Session Memo
2. Revise Position Description
3. Revised 2004 Compensation Plan

BACKGROUND

As part of the 2004 budget process, thc Council evaluated civil engineering services and the
advantages of hiring an in-house civil engineer. This topic has also been discussed at the
November 2003 Work Session and the 2004 Council/Staff Retreat.

UPDATE

Subsequent to the November 2003 Work Session the civil engineering posItIOn has been
reviewed further at the staff level. From an organizational perspective, staff is recommending
that the position be a direct report to the City Administrator. By doing so, this will give the City
Administrator an opportunity to assess the workflow of the position and evaluate where the
position would most effectively be placed within the organization at a future date. While the
position would report to the City Administrator, it would not be a department head. The position
description has been revised to reflect this organizational arrangement.

REQUESTED ACTION

If the Council is comfortable proceeding with the hiring of an in-house civil engineer, direct staff
to place the following actions on a future Cowlcil Agenda:

1. Approve the position description.
2. Amend the City's pay plan to incorporate salary for the position.
3. Authorize recruitment for the position.
\\Earth\Admin\Human ResouTces\CLASSIFlCATlONS\Non-Current\Civil Enginccr\03-1I-04 Memo to COllocil.doc
