<br />ARDEN HILLS PLANNING COMMISSION -MAY 5, 2004 <br /> <br />. 6 \ <br /> <br />sprinklers in order to keep the buildings together and he believed that decision was better <br />left to the fire and building departments as to how that happened. He noted he did not <br />want to eliminate the use of the sprinklers, <br /> <br />. <br /> <br />Commissioner Ricke suggested modifying condition number 6 so that "the applicant shall <br />use either sprinklers in the temporary modular classroom building, or provide direct exits <br />from each classroom to the outside, or both as determined in accordance with the <br />Building Inspector and the Fire Marshal." She asked it that would be agreeable. <br /> <br />Commissioner Zimmerman stated he would favor requiring emergency exists to the <br />classroom and then sprinklers at the discretion of the City Engineer. Commissioner <br />Larson pointed out that they might be mandating something that is not mandated by <br />building Fire Code. He stated they might be eliminating some options the College had. <br />He stated he did not want to be in the position of mandating things that the Codes did not <br />address and eliminating options for applicant on this. He suggested that perhaps this be <br />left to the Building Official and the Fire Marshal. <br /> <br />Commissioner Zimmerman stated it was his concern that there be emergency exists, one <br />way or the other. Commissioner Larson suggested they change that to say "that the <br />applicant install exits directly to the exterior from each classroom". <br /> <br />Chair Sand noted that is what the condition said right now. <br /> <br />Commissioner Larson indicated there were no openings along the one side, except for . <br />windows, but if it came down to sprinkling, it might be that those windows could not be <br />there because of construction of the walls, so there was a lot of things that entered into <br />that and he did not want to take any options away from them. However, so that they <br />would not belabor it, he would agree with Commissioner Ricke's suggestion. <br /> <br />Commissioner Ricke clarified that what she suggested was one or the other or both, as <br />determined by the Building Official and Fire Marshal and she did not know if that was <br />acceptable to Commissioner Zimmerman, <br /> <br />Commissioner Zimmerman stated he would not accept the amendment. He indicated his <br />own personal feelings were to hold fast for emergency exists and for sprinklers at the <br />discretion ofthe City Engineer. <br /> <br />Chair Sand noted as of now there was a pending motion without the last amendment that <br />read with respect to paragraph 6, "That the applicant shall either sprinkle the temporary <br />modular classroom building and also have exits". Commissioner Zimmerman noted he <br />had removed the sprinkler requirements. <br /> <br />Chair Sand stated they would strike the first phrase, Commissioner Zimmerman stated he <br />wanted emergency exits. <br /> <br />Chair Sand noted that Commissioner Larson was saying that if the Building Official . <br />should say based on building materials on the adjacent structure, they would have to have <br />sprinklcrs as well as exits; then the way the motion was phrased, it would take away the <br />ability to have sprinklers. <br />
