<br />1\RDEN HILLS PLANNING COMMISSION -MAY 5, 2004 <br /> <br />7 <br /> <br />. <br /> <br />Commissioner Zimmerman replied they needed to have the emergency exits, but if they <br />had to have sprinklers to, then that was fine, <br /> <br />Commissioner Larson noted they might run into a problem that if they had windows <br />there, they might have to be protected and if they had extra openings, they might be <br />limited to the amount of openings they had in that wall during the construction, He <br />indicated there were a lot of things playing in there. <br /> <br />Commissioner Zimmerman stated looking at the diagram; the emergency exits would be <br />on the outside walls that were facing away from Robertson Building. <br /> <br />Chair Sand stated he agreed with Commissioner Larson in that they should really leave <br />this up to the Building Official and Fire Marshal to determine what was the appropriate <br />method, He did not believe it was their job to determine Code requirements, He noted <br />right now they had a motion pending that would require approval subject to the <br />conditions one through eleven as amended by Commissioner Ricke. Condition 11 being <br />the one about removal of the footings, and condition 4 being modified as indicated, and <br />condition 6 being modified so that the first line that starts "the applicant shall either <br />sprinkle the temporary modular classroom building or" be stricken and that condition 6 <br />would read: "provide direct exits from each classroom to the outside, With respect to the <br />sprinklers, they shall comply with the Building Official and Fire Marshal." <br /> <br />. <br /> <br />Commissioner Larson suggested they strike Condition 6 altogether and leave it to the <br />discretion of the Fire and Building officials. <br /> <br />Chair Sand noted they had to deal with their Motion as amended at this point. He <br />indicated it could go either up or down depending on the will of the Commission, but <br />right now, Condition 6 said: Provide only exists fTom each classroom to the outside and <br />presumably the second sentence would be modified so that it would not refer to an either <br />or choice because there was only one that was in the condition. He noted whatever was <br />done, must be verified with the Building Official and Fire Marshal. He asked if that was <br />consistent with the Commissioners' understanding. <br /> <br />The motion failed (2-5 Commissioners Holmes, Larson, Modesette, Bezdicek, and Chair <br />Sand). <br /> <br />Chair Sand asked if any Commissioner wanted to propose an alternative motion. <br /> <br />Commissioner Larson noted the Planning Commission has considered the effect of the <br />proposed special use upon the health, safety, convenience, and general welfare of the <br />owners and occupants of the surrounding land, in particular, and the community as a <br />whole and have found that the proposed special use would not adversely affect the <br />surrounding neighborhood and larger community as per the factors as listed in Section 8, <br />D, 3, b ofthe Zoning Ordinance, <br /> <br />. <br /> <br />Commissioner Larson moved, seconded by Commissioner Holmes to approve Planning <br />Case No. 04-10: Bethel College; Special Use Permit Sixth Master Plan Amendment and <br />approval of the Site Plan; 3900 Bethel Drive, subject to the ten conditions as noted in <br />staffs May 5, 2004, report with an additional condition that upon removal of the <br />temporary building, all of the footings would be removed and sod restored when the <br />
