Assessable Costs <br />The assessable cosl of an improvement shall be defined as those costs 1hat, <br />in the opinion of the Cily Council, are attributable to the need for service <br />in Ihe area served by the improvement. <br /> <br />. <br /> <br />3. Petition <br />Pelition shall mean a written document presenled 10 the City Council for <br />purpose of initiating a public improvement project. The address of each <br />signalory, the date of the signature and a prin1ing of each signalory's name <br />shall accompany all signatures. <br /> <br />4. Total Proiect Cost <br />Total projecl cosl shall mean the total estimaled conslruetion cost plus all <br />associaled overhead costs. Overhead cosls shall include, bul not be <br />limited to, Cily administration, engineering, legal, fiscal, and interest <br />during construelion and land acquisition. <br /> <br />5. Assessment Period <br />The length of paymenl period of various 1ypes of improvement projccts <br />shall be as follows: <br /> <br />Mill and Overlay <br /> <br />5 years <br /> <br />S lreei <br />Reeonslruclion <br /> <br />1 0 years <br /> <br />. <br /> <br />In the case where several areas of the improvements listed ahove are <br />included in the same projecl, 1he assessment period shall be determined by <br />the City Council.
