Mr. Hellegers rcplied it would not because there was a City park <br />beyond Dellwood Avenue. <br /> <br />Commissioner Larson requested applicant present a less intrusive variance for the next <br />meeting. <br /> <br />Commissioner Ricke moved, seconded by Commissioner Larson to table Planning Case <br />No. 04-12, Mark Arend; Variance; 1301 Cannon Avenue to their next meeting for further <br />information. <br /> <br />The motion carried unanimously (7,0). <br /> <br />UNFINISHED AND NEW BUSINESS <br /> <br />A. <br /> <br />DISCUSSION ON EASEMENT AT THE FORMER CITY HALL SITE (1450 <br />WEST HIGHWAY 96) FOR TELEPHONE CABINETS TO SERVE THE <br />RAMSEY COUNTY PARTNERS PUBLIC WORKS FACILITY <br /> <br />. <br /> <br />Mr. Hellegers stated Robert Wegner of Ulteig Engineers, Inc. on behalf of Qwest <br />Communications has requested an easement at the former City Hall site, 1450 West <br />Highway 96, <br /> <br />He noted the easement would house two to three phone cabinets, which would serve an <br />area of approximately eight blocks around the easement site and would provide the <br />service for the new Ramsey County Partners Public Works Facility on the north side of <br />Highway 96. In addition to the property for the former City Hall site and the current <br />Maintenance building, the City also owns another four acres of property to the east <br />terminating just west of the childcare center. The area of the old City Hall and <br />Maintenance buildings are currently zoned R-I: Single Family Residential and are <br />guided as Neighborhood Business in the Comprehensive Plan. The properties directly to <br />the east of the Maintenance building are zoned NB: Neighborhood Business and guided <br />as Neighborhood Business in the Comprehensive Plan. <br /> <br />He indicated the area where the easement proposed is part of a property that the City will <br />likely redevelop in the near future. In addition, the easement would be directly to the east <br />of an existing City trail. The location of the easement might affect the location of future <br />development and may need to be screened from both the homes along Keithson Drive <br />and any future development at the former City Hall site, <br /> <br />Commissioner Ricke asked why the cabinets could not be located on the other side of . <br />Highway 96 considering that was the area they were serving.
