12)

How do you plan to regain the trust ofthe National Guard?

~
~
;,;..

.

We need a ncw tactical strategy, which we should develop jointly with the
City,

What has CRR done to develop a relationship with the National Guard prior to the
National Guard presentation and afterwards?

B.R.: We're doing a pretty good job, have had meetings, worked with
Colonel Lord. Captain Nelson was at the FOSET meeting; Bart spoke with
him and they both agreed that more discussion was needed on the topic of
National Guard training activities.

City staff has been asking for information from the Guard and never gets a
response. Mayor Aplikowski indicated that we need to meet soon or call or
write Colonel Lord to again request this informatiou.

S.R.: 'We need to take longer term issues into consideration when planning.

The contract and other items refer to building a relationship with the Guard.
When will that start? It is felt that at Advisory Panel meetings, the development
team has belittled the Guard and Dave Hammemick (this is obvious to many
people at those meetings); there are constant references to "when the Guard
leaves"; and the incident last month, and these are not great ways to build a
relationship.

.

eRR transcribed the tapes from Advisory Panel meetings and found only
one reference by a CRR representative about the Guard. This comment was
regarding the plan for the whole site (which was the focus of much ofthc
meeting's discussion.)

The development team's take on the Guard incident last month was that they were
misunderstood, not liked, etc, The City would have appreciated hearing "It was
my responsibility, and I did not handle it properly." Accept responsibility.

See #11 above.

13) There.is a need to feel an attitude of respect from the development team towards
the Council, residents, the advisory panel, etc. Honesty is also important. It is
understood that there may be strategies or information the team doesn't want to
discuss in public, but there should be ways to indicate that. Instead it has seemed
that dishonesty and less-than-honest approaches are the norm.

14)

Why is our planner (Shardlow) concerned with ensuring maximum profit for
CRR?

.

l\Earth\AdminICity AdministratorITCAAP\5-1 0-04 Q&A Responses.doc
