DRAFT

20)

The City's view of working with outside groups is different from CRR's. In your
eyes how can this issue be resolved?

.

21) Does CRR really understand the enormity and complex process pertaining to this
land development? And, what guarantees does the City have that CRR is in it for
the long haul?

22) The City requested multiple times of CRR that it wanted to start Phase Ill. What
was the hold up on CRR's part?

23) If the Development Agreement went to a permanent agreement, what ability
would the City have to control situations where the developer and City do not see
eye-to-eye in lobbying efforts and how can these fears be addressed?

See #18 and #11.

24) What has happened to the appraisal done for the City/CRR and public information
laws? The City should have the right to know where we "the City" stand on this
matter. How will the City be involved with negotiations with the GSA?

S.R.: .We don't want to give up a good negotiating position, B.R.: The City
asked for legal information. We understand that the City tends towards
disclosure. The better deal we can get on purchasing the property, the more
dollars are available for amenities, etc. GSA will not disclose their appraisal
information.

.

CRR has not done a property appraisal. They intend to do one, based on the
City's Phase III plan.

Other topics discussed:

Risk - use of insurance, bonding

Question: Insurance on environmental clean-up can now only purchase for 10-
year terms. Used to be 20-30, Why the change? B.R.: But it really hasn't
changed, don't write 20-30 years; but can potentially renew after 10 years.

Question: When do land purchase negotiations begin? B.R.: We will probably
start after the GSA appraisal, but it will be a long process. We will get more
intense when the City's plan is developed, C.B.: Could be a 6-18 month process,

\\EarthlAdmin\City Administrator\TCAAP\5.10.04 Q&A Responses.doc

.

I\Earth\AdminICity AdministratorITCAAPI5-10-04 Q&A Responses.doc
