:.A kHz bandwidth analog radios will need to be replaced by 12.5 kHz bandwidth
,. radios before December 31,2017. For practical reasons, most of those
radios will need to be replaced well before December 31,2017 as a larger
radio system cannot be changed over in a very short period of time. Since
many radios in government land mobile radio service use are much more
than ten years old, radios purchased between now and December 312007
will need to be replaced while they still have substantial remaining useful life.
All of these issues suggest that government land mobile radio users operating
in bands below 512 MHz should begin planning for migration to a 12.5 kHz
bandwidth system, or to 800 MHz frequencies.

\~

'.

Cost Factors

1. It is possible to use an analog FM modulation radio adjusted to operate within
12.5 kHz of bandwidth; however, range is reduced. For that reason, it is likely
that new radios designed for use in 12.5 kHz of bandwidth will utilize digital
modulation.

2. Digital modulation, 12.5 kHz, APCO 25 compliant portable radios currently
available from one manufacturer has a list price of $2,406 with minimal
accessories and no charger but including sales tax. The same manufacturer
offers a 12.5 kHz, APCO 25 compliant under the dash mount mobile radio at
a list price of $3,342 including sales tax. Buyers making larger quantity
purchases of these radios may be able to negotiate a discount from these list
prices.

3. Negotiated prices for 800 MHz, 12.5 kHz bandwidth radios used in the
regional trunked radio system from the same manufacturer are just over
$1,800 for a portable radio and just over $2,500 for a dash mount mobile
radio. There is an exemption from paying sales taxes on radios used in the
regional 800 MHz trunked radio system until August 1, 2005.
