PLANNING CASE #04-11: NORTHWESTERN COLLEGE; SITE PLAN <br />REVIEW FOR RILEY HALL RENOVATION (ENTRY VESTIBULE); 3003 <br />SNELLING AVENUE NORTH <br /> <br />Chair Sand opened the public hearing at 7:06 p.m. <br /> <br />Commissioner Bezdicek arrived at 7:07 p.m. <br /> <br />Mr. Hellegers stated applicants were requesting a Site Plan Review approval for the <br />renovation of Riley Hall. An entry vestibule on the west side of the building would be <br />the only increase to the building footprint. Staff recommended approval based on the <br />following conditions: <br /> <br />I. <br /> <br />Building Permit Plans shall be submitted to the Building Official a minimum of <br />two (2) weeks before the planned start of construction. <br />No construction shall begin before plans are approved by the City of Arden <br />Hills' Building Official. <br /> <br />e <br /> <br />2. <br /> <br />Chair Sand asked if they needed to address the lighting. Mr. Hellegers replied he had <br />received one call from a resident regarding lighting and had spoken with the applicant <br />who indicated there was no additional lighting being proposed in this area. <br /> <br />Chair Sand invited anyone for or against the variance to come forward and make <br />comment. <br /> <br />Bill Pochaska (?sp), 311 South 3rd Street, Stillwater, Northwestern College and Radio, <br />stated this was a small element they were adding onto and its primary use and function <br />was to give an identifier as to the entrance to the building. He noted this would also <br />create an air lock, which was important for energy conservation. <br /> <br />Commissioner Bezdicek asked if this structure would take away from the aesthetic <br />architecture of the existing buildings. Mr. Pochaska relied this would be architecturally <br />compliant with the existing structure. <br /> <br />Michael Graupman, 1140 Winnetka Avenue, Golden Valley, Northwestern College and <br />Radio was also present for any questions from the Commission. <br /> <br />Nancy Jacobson, 3188 Asbury Avenue, stated she was the resident who had a concern <br />with lighting. She noted she lived across the street from the parking lots and she was . <br />concerned about the length of construction and the hours of construction. She stated they <br />were not screened very well from all of the activities in this area. She asked if there was <br />any exterior work being done. She also expressed concern about the lighting. She <br />indicated there were flood lights mounted on the building directed out into the parking lot <br />
