She noted the College had put hoods on the lights, but <br />they were still very bright and she had written a letter regarding the lights and had asked <br />if something else could be done, but had not heard back from the College regarding her <br />concern. <br /> <br />Mr. Pochaska stated the length of construction would last approximately from July to <br />December 12 of this year. He stated the staging area would be part of the parking lot for <br />the first month and a half. He indicated at the end of two months, they would move the <br />staging area to the back of the building, but there would still be some activity in the <br />parking lot for a little awhile. After that, everything would be mostly indoor activity. He <br />indicated the hours of construction would be 7:00 a.m. to 4:00 p.m., but work could go up <br />until 5:00 p.m., but the busiest part of the day would be from 7:00 a.m. to 4:00 p.m. He <br />stated there would not be any additional lighting added and the lights added <br />approximately a year ago were for security purposes. He apologized that her previous <br />concerns had not been resolved. <br /> <br />Ms. Jacobson stated she believed they could add the lights to a pole shining away from <br />her yard, or do additional screening. Mr. Pochaska replied he would take these <br />suggestions under consideration and get back to her. <br /> <br />Chair Sand closed the public hearing at 7:35 p.m. <br /> <br />Commissioner Zimmerman moved, seconded by Commissioner Ricke to recommend <br />approval of Planning Case No. 04-11: Northwestern College; Site Plan Review for Riley <br />Hall Renovation (Entry Vestibule), 3003 Snelling Avenue North subject to the two <br />conditions as outlined in staffs June 2, 2004 report. <br /> <br />The motion carried unanimously (7-0). <br /> <br />B. PLANNING CASE 04-12: MARK AREND; VARIANCE; 1301 CANNON <br />AVENUE <br /> <br />Chair Sand opened the public hearing at 7:37 p.m. <br /> <br />Mr. Hellegers stated applicant was requesting a 24-foot variance to the side yard comer <br />setback standards to allow for the construction of an addition and a new garage. Staff <br />recommended approval of the request for a 24-foot Side Yard Comer setback variance be <br />approved to allow for the construction of a new attached garage and construction of an <br />addition in approximately the same location as the existing patio subject to the following <br />condition: <br /> <br />1. The applicant shall file all necessary building permits with the Building Official for <br />approval prior to the issuance of a building permit. Building permit plans shall be <br />submitted to the Building Official a minimum of two (2) weeks before the planned <br />start of construction. <br /> <br />Commissioner Larson noted three residents used Dunlap as an access, so there would be <br />little chance that this street would be vacated. Mr. Hellegers replied that was correct. <br />
