Planncd Unit Developments (PUD's) consist of either a 3-phase (Concept-Master- <br />Final) or 2-phase (Master-Final) process. The Concept Plan is an optional phase which allows <br />the applicant to receive input from the Planning Commission and Council but does not include <br />any binding action. The Mastcr Plan phase sets forth the general parameters of the development <br />(including parking, massing, height, etc.) and is also the main phase of a PUD. The Final Plan <br />phase is an opportunity for the City to review plans and determine that the plans are consistent <br />with the Master Plan. In addition, the Final Plans would inclnde specific details on the amount <br />of landscaping materials, building materials, building design and other site features. Often time <br />the 2-phase process (Master-Final) is handled together as the developer is prepared to proceed to <br />construction plans shortly after review of the PUD. <br /> <br />Currently the Zoning Ordinance states that the maximum time between filing the Master Plan <br />and Final Plan shall be within 6 months or whatever time the Council agrees to. After an <br />applicant receives Final Plan approval, the applicant then has I year to apply for a building <br />permit. Thereforc, the current timeline allows up to 18 months (Scenario A) between Master <br />Plan approval and the issuance of a Building Permit (unless the Council grants thc applicant <br />additional time).
