. . . ARDEN HILLS CITY COUNCIL WORKSESSION AUGUST 23, 2004 5 Council Member Larson suggested that neighborhoods need to make the decision whether or not the no parking signs should be installed. It may be difficult to enforce the no parking signs if they are not consistently located throughout the neighborhood. City Administrator Wolfe stated that the City Council needs to approve the location of the no parking signs. City staff will work on creating an ordinance that addresses the location and implementation of no parking signs. If residents would like to obtain a no parking sign they are advised to contact the City. A letter will be sent to the residents affceted by this policy explaining the procedure for obtaining a no parking sign. City Administrator Wolfe stated that a few residents have suggested a no left turn sign at the Glenview and Crystal intersection and Fairview and Lake Valentine Road intersection. Mayor Aplikowski recommended that a speed limit sign also be placed in this area. Council Member Grant stated that a number of students have figured out how to get around the congestion by using residential roads in the neighborhood. A resident recommcnded that speed bumps be installed on Lakc Valentine Road. Studies have shown that speed bumps typically do not slow down traffic in residential neighborhoods. The Ramsey County Sheriffs Department will try to be more proactive in the enforccment of speed limits around Mounds View High School. Mayor Aplikowski stated the City will place a no left turn sign at the intersection of Crystal and Lake Valentine Road. County Road E Brid2e and Path Greg Brown, City Engineer, reported that the City conducted a feasibility study for sidewalk and bridge improvements along County Road E. The following options were discussed: Bridge Improvements- Option A I. Replace existing north sidewalk and guardrail; 2. Shift roadway centerline 3" to the north; 3. Narrow traffic lanes to 14 Ft; 4. Construct 6 Ft by 6 In foot walk along the south side of bridge; 5. Estimated Cost-$60,000. Option B I. Replace existing bridge and guardrail; 2. Shift roadway centerline 3" to the north; 3. Narrow traffic lanes to 14 Ft; 4. Construct 7 Foot walk way along south side of bridge cantilever structure; 5. Estimated Cost-$80,000.
