Remove southern guard rail; <br />3. Construct 10 Ft walk along south side of bridge; <br />4. Allow for interior rail between traffic and sidewalk; <br />5. Estimated Cost-$180,000. <br /> <br />. <br /> <br />Possible Enhancements: <br />1. Ornamental railings; <br />2. Decorative Lighting; <br />3. Concrete patterns and pilasters. <br /> <br />The proposed sidewalk improvements would run along the southern boulevard between the <br />freeway ramp and Highway 10. City Engineer and staff feel that a 6 foot concrete walk is the <br />preferred option. <br /> <br />City staff would like to bid the project this winter. Proposed construction would begin next <br />spring or summer. A majority of the residents are in favor of the proposed bridge, but a few <br />residents have expressed reservations regarding the proposed sidewalk installation. <br /> <br />Mr. Bill Hemy (PTRC Chair) recommends that the bridge and sidewalk be installed with the <br />sidewalk set back from the street. <br /> <br />City Administrator Wolfe recommended that all options be explored and that hopefully this <br />infonnation will be useful in coming to a solution that best represents the interests of the <br />community. <br /> <br />. <br /> <br />The affected roadway is 54 feet long. The City would be using 10 feet of the existing 15 feet of <br />Ramsey County right-of-way. The worse case scenario is a 40 foot yard with a 15 foot right-of- <br />way. <br /> <br />A pedestrian count was completed by staff to document the number of residents that use the <br />sidewalks at: <br />. Freeway Park; <br />. North Hamlinc; <br />. Arden Place; <br />. Snelling Avenue; <br />. Connelly Avenue; <br />. Pine Tree Drive. <br /> <br />If the bridge is reconstructed, the north side would not be the preferred location for a sidewalk <br />based upon the number of underground utilities and topography issues that would have to be <br />addressed before the sidewalk could be installed in this area. <br /> <br />Council Member Larson noted that the proposed sidewalk, on the south side, runs adjacent to . <br />two of the City's parks. <br />
