ARDEN HILLS CITY COUNCIL WORKSESSION AUGUST 23, 2004 6 Option C 1. Install new beam along south edge of bridge; 2. Remove southern guard rail; 3. Construct 10 Ft walk along south side of bridge; 4. Allow for interior rail between traffic and sidewalk; 5. Estimated Cost-$180,000. . Possible Enhancements: 1. Ornamental railings; 2. Decorative Lighting; 3. Concrete patterns and pilasters. The proposed sidewalk improvements would run along the southern boulevard between the freeway ramp and Highway 10. City Engineer and staff feel that a 6 foot concrete walk is the preferred option. City staff would like to bid the project this winter. Proposed construction would begin next spring or summer. A majority of the residents are in favor of the proposed bridge, but a few residents have expressed reservations regarding the proposed sidewalk installation. Mr. Bill Hemy (PTRC Chair) recommends that the bridge and sidewalk be installed with the sidewalk set back from the street. City Administrator Wolfe recommended that all options be explored and that hopefully this infonnation will be useful in coming to a solution that best represents the interests of the community. . The affected roadway is 54 feet long. The City would be using 10 feet of the existing 15 feet of Ramsey County right-of-way. The worse case scenario is a 40 foot yard with a 15 foot right-of- way. A pedestrian count was completed by staff to document the number of residents that use the sidewalks at: . Freeway Park; . North Hamlinc; . Arden Place; . Snelling Avenue; . Connelly Avenue; . Pine Tree Drive. If the bridge is reconstructed, the north side would not be the preferred location for a sidewalk based upon the number of underground utilities and topography issues that would have to be addressed before the sidewalk could be installed in this area. Council Member Larson noted that the proposed sidewalk, on the south side, runs adjacent to . two of the City's parks.
