<br />ARDEN HILLS CITY COUNCIL WORKSESSION <br />AUGUST 23,2004 <br /> <br />7 <br /> <br />. <br /> <br />Tom Moore, O&M Director, requested City Council input regarding the proposed pedestrian <br />bridge and sidewalk options. Future funding may be available through the Milmesota <br />Department of Transportation. Approximately 80% of the funding could be acquired from the <br />State of Minnesota if this project is approved by the Department of Transportation. <br /> <br />Council Member Larson would like to see a smaller sidewalk and add more lighting amenities to <br />the project. <br /> <br />Council Member Grant raised concerns that the smaller sidewalk may cause pedestrians <br />problems during the winter months. <br /> <br />Greg Brown, City Engineer, reported that decorative railings, lightings, pilasters, and other <br />improvements would cost approximately $55,000. If the project is approved by MNDOT, the <br />proposed decorative improvements would be covered under this program. <br /> <br />The City Council would like to proceed with bridge improvement option C and scek funding <br />from the State of Minnesota. If the City does not receive funding from the State of Minnesota, <br />the City Council would like to proceed with bridge option B. <br /> <br />l\;byor Aplikowski does not want to make a decision tonight without input from the eight <br />residents that are affected by the proposed project. She also noted that the mail boxes and street <br />signs may cause problems in the future. Trees should not be planted in the boulevard. <br /> <br />. <br /> <br />City Engineer Brown recommended that the City may want to pursue the sidewalk option that is <br />the least evasive to the property owners. <br /> <br />Council Member Larson recommended that the City pursue the stamped concrete along the <br />boulevard and six foot sidewalk option. This information would then be brought back to the <br />property owners for their input. <br /> <br />City Administrator Wolfe recommended that a letter be sent to the residents informing them of <br />an up..coming City Council meeting or to host a neighborhood meeting to discuss this project <br />further. <br /> <br />City Council agreed to have this item placed on a future City Council meeting. The following <br />options will be given to the residents affected by this project: <br /> <br />1. 6 Foot Sidewalk with Two Foot Pavers; <br />2. 8 Foot Sidewalk. <br /> <br />Assessment Policy Task Force Report <br />Murluza Siddiqui, Finance Director, provided a brief overview of the assessment policy. The <br />assessment policy task force reviewed the existing assessment policy and redefined the appeal's <br />protTsS and clarified the City's definition of personal hardship and determined what date the <br />. person has to be sixty-five years of age in order to qualify for the senior deferment option. <br />
