<br />.. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />~ Mounds View <br />('?'If PUBLIC SCHOOLS <br /> <br />Criteria <br /> <br />for closing schools and repurposing buildings scenarios <br /> <br />September 3. 2004 <br /> <br />BACKGROUND <br />Like many districts around the state, enrollment is declining for Mounds View Public Schools. <br />Projections indicate the District will lose 2,000 students over the next 10 years. In our district, the <br />reason is a low birth rate and families that remain settled in their homes. In the meantime, <br />competition for students continues to increase. <br /> <br />lil an effort to protect the excellence of our schools, preserve small class sizes and in response to <br />declining enrollment, the School Board is considering repurposing buildings with a goal of saving <br />at least $1 million, The Board has committed to making a final decision by December 14, 2004. <br />following an extensive public engagement process. <br /> <br />A set of criteria will be used to develop scenarios for specific building repurposing, Before <br />specific scenarios are developed and considered, the Board invites the community to evaluate the <br />following proposed criteria. <br /> <br />PROPOSED CRITERIA (in no particular order) <br /> <br />"To detennine specific school closings and rcpurposing scenarios, <br />the School Board should consider. , ." <br />I, The neighborhood cohesiveness of school attendance areas, <br /> <br />2, The gcographical balance, diversity and demographic balance of all scliools with the <br />District boundaries. <br /> <br />3, The impact of changes on the present school feeder system, <br /> <br />4, The potential savings achieved by repurposing the buildings and relocating programs from <br />leased spaces into District buildings. <br /> <br />5, The ability to deliver a comprehensive program, <br /> <br />6, The opportunities afforded to students as a result of reconfiguring school attendance areas, <br /> <br />7. The age and condition ofhuildings, <br /> <br />8. The future adaptability and l1exibility of the buildmgs. <br /> <br />9. The repurposing costs necessary to rclocate people and programs mto the buildmgs. <br /> <br />10. The transportation costs associated WIth busing relocated students. <br />
