The County is well versed in the concern for Blandings Turtles and has <br />recently cooperated with the Department of Natural Resources to provide a barrier and one directional <br />crossing feature dcsigned to help protect the Blandings population along the north end of Marsden Lakc. <br />The County will be watchful in its design and construction practices to protect turtles and their habitat. <br /> <br />7.4 Right-of-Way and Relocation <br /> <br />The proposcd project will result in land acquisition adjacent to Lexington Avenue. It is anticipated that <br />right of way acquisition will be required on 34 parcels along the Lexington -- 34 temporary easements <br />and 22 permanent highway easements. Two ofthc parcels are commercial sitcs. The remaining sites are <br />residential. <br /> <br />AuthOlity to expand an existing pond system will be needed from the City of Shoreview who has <br />jurisdiction over and existing drainage and utility area south of Victoria Street along the east of <br />Lexington A venue. <br /> <br />All relocation and right-of-way acquisitions will be in accordance with applicable State of Minnesota <br />statutes and regulations. <br /> <br />7.5 Prime Farmlands <br /> <br />Prime famlland is one of several kinds of important fannlands meeting certain criteria making it well <br />suited to the production offood, feed, forage, fiber and oilseed crops, as defined by the U.S. Department <br />of Agriculture (USDA), Nahlfal Resource Conservation Service (NRCS). <br /> <br />A rcview of the 1982 National Resource Inventory (NRl) map indicated the project is entirely within a <br />delineated urban area, and therefore contains no prime fam1land. This site contains no unique <br />farmland, nor other farmland. <br /> <br />7.6 Air Quality <br /> <br />An Indirect Source Permit is not required from the Minnesota Pollution Control Agency because <br />average annual daily traffic (ADT) volumes will not increase by 10,000 or more vehicles pcr day <br />within ten ycars after completion of the modification project. <br /> <br />7.7 Noise <br /> <br />State Statutes exempt County State Aid Highways from State noisc standards. In response to <br />financial limitations, Ramsey County will not fund noise wall construction on its County State Aid <br />Highway (CSAH) System. The County will, however, work with conununities or groups to <br />incorporate noise walls into construction plans when an outside funding source is available. <br /> <br />Development along Lexington Avenue illustrates the underlying" premise exempting the CSAH <br />system. Noise barriers are cffcctive only when constructed in continuous segments -- without breaks. <br />Driveways and access points along this segment of Lexington A venue would preclude construction of <br />noise walls with sufficient continuity to reach established effectiveness criteria. <br /> <br />,-, fjlif' <br /> <br />r) '} it );,~ <br /> <br />j.;; <br />
