<br />. <br /> <br />. <br /> <br />. <br /> <br />6.2 PARTICIPATION AND COMMUNI CAnON PROGRAM <br /> <br />This project has been developed with the input of property owners, residents and business owners, City <br />staff and elected officials, and County staff and elected officials. This report and subsequent final design <br />will be subject to further coordination and approval by the Cities of Shoreview and Arden Hills. The <br />County will respond to and coordinate with individuals and community representatives throughout the <br />right of way acquisition and final design process to ensure community input is reflected in fmal <br />Construction plans. Prior to the onset of construction, notices will be direct mailed to all property owners <br />in and near the corridor served by this segment of Lexington Avenue. <br /> <br />7.0 ENVIRONMENTAL IMP ACTS AND POTENTIAL <br />MITIGATION MEASURES <br /> <br />This chapter identifies the environmental impacts of Lexington A venue reconstruction assuming <br />implementation ofthe Preferred Alternate described in Chapter 5.0. Impacts of the No-Build Alternate <br />serve as a base condition for comparative putposes. Potential mitigation measures developed to reduce or <br />avoid the projects negative impacts are also discussed. <br /> <br />7.1 Parkland <br /> <br />Cwnmings Park abuts Lexington Avenue on the west side of Lexington Avenue along the south shoreline <br />of Karth. Structural wall construction along the southeast edge ofthe Park will cause temporary <br />disturbance to the park during construction. No long-term affects are anticipated. <br /> <br />7.2 <br /> <br />Historical, Archaeological, Architectural and Cultural Resources <br /> <br />State legislation requires governmental agencies to consider their impacts to historic and archaeological <br />resources before undc'Ttaking a project. The Minnesota HistOlic Sites Act and the Minnesota Field <br />Archaeology Act rcquire that governmental agencies have a responsibility to protect the physical features and <br />historic character of properties designated for, or listed on, the National Register of Historic Places, State <br />Histonc Site Network, or archaeological sites on non-federal public lands. Governmental agencies must <br />consult with the Minnesota Historical Society to detennine if any such properties exist within a project area, <br />and the appropnate treatment for those properties, should they be effected. <br /> <br />The State Histonc Preservation Officer has reviewed this project and concluded that no properties <br />eligible for or listcd on the National Register ofHistonc Places are within the area of potential effect for <br />the proj ect. See Appendix C. <br /> <br />7.3 Endangered Species <br /> <br />The Mirmesota Natmal Heritage Program (NHP) was contacted to determine if any state listed threatcned <br />or endangered species are known to exist on or near the site. The data search by the DNR indicated that <br />there are 23 known occurrences of rare species or natural connnunities within one mile of the corridor. <br />However, based on the nature and location oflhe proposed project, comments were proVlded only on <br />those elements that may be impacted by the project.
