<br />. <br /> <br />. <br /> <br />. <br /> <br />1.0 REPORT PURPOSE <br /> <br />This Project Development Report has been prepared to provide background information <br />on the proposed Lexington Avenue construction project in Ramsey County, Minnesota. <br />The Project Development Report will also allow the Cities of Shoreview and Arden Hills <br />to concur with thc design parameters. The scope of the Project Development Report <br />includes the following elements: <br /> <br />. Description of the project and project influence area. <br />. Need for the project and discussion of alternative transpOliation improvements considered <br />for the corridor. <br />. Descriptions of responsible agencies, project manager, and project schedule. <br />. Environmental and socioeconomic impacts. <br />. Description of mitigation measures to address the identified impacts. <br />. Communications with agencies, organizations, and individuals involved in the design and <br />construction process. <br />. Description of the environmental review process/schedule and oppOliunities for community <br />involvement and comment. <br /> <br />2.0 PROJECT LOCATION AND DESCRIPTION <br /> <br />2.1 PROJECT LOCATION <br /> <br />The proposed project is located in Ramscy County, Minnesota, as shown on Figure I and <br />extends from 994 feet south of Victoria Street to 50 feet south of Highway 96 in the <br />Cities of Arden Hills and Shoreview, a distance of approximately 0.65 miles. The road <br />will be constmcted on approximately the exisling Lex;ngton A venue alignment. Minor <br />alignment shifts will be used selectively to accommodate turn lane provisions and to <br />enhance fit to existing land uses. <br /> <br />2.2 EXISTING CONDITIONS <br /> <br />The existing Lexington Avenue section is 52 feet in width from face of curb to face of curb. <br />Originally built to physically accOlmnodate four lanes of traffic, the section was striped and operated <br />as a three lane roadway comprised of one through lane in each direction, one two way center left turn <br />lane, and paved shoulder areas. Responding to building congestion issues in 2002, Ramsey County in <br />cooperation with the two Cities re-striped the roadway to provide two southbound through lanes while <br />maintaining the two way center left turn lane and single north bound through lane. The re-striped <br />configuration eliminated paved shoulder area. While the Cities and County agreed with the need for <br />two north bmmd through lanes, the width of existing pavement was not sufficient to accommodate the <br />additional through lane. Pavement conditions are functional but fatigued. Right of way width is not <br />sufficient in selected locations for the proposed widening. Average Daily Traffic (ADT) is 19,600.
