<br />. <br /> <br />. <br /> <br />. <br /> <br />2.3 ORGANIZATIONS AND AGENCY PARTICIPATION <br /> <br />The following organizations and agencies have participated or will participate in project review and <br />development for the Lexington Avenue corridor: <br /> <br />. Ramsey County Public Works Department (Lead Agency) <br />. Ramsey County Board of Commissioners <br />. City of Arden Hills <br />. City of Shoreview <br />. Grass Lake Watershed Management Organization <br />. Rice Creek Watershed District <br />. MN Department of TranspOltation <br />. MN Board of Water and Soil Resources <br />. MN Department of Natural Resources <br />. MN Pollution Control Agency <br />. Minnesota Department of Transportation <br /> <br />3.0 PROJECT NEED/EXISTING DEFICIENCIES <br /> <br />The following discussion describes the deficiencies and needs for the project and is based on the year <br />2002 conditions ofthe corridor. <br /> <br />Inconsistent with Plans. Lexington A venuc is designated an "A" Minor Arterial but as configured is <br />inconsistent with the Ramscy County and adjacent Cities' Transportation andlor Comprehensive <br />Plans. The existing road docs not provide an adequale north-south corridor as shown in the plans. <br />With continued development occurring in the local conununitics, additional capacity is necessary. <br /> <br />Lack of continuity -- as a north/south corridor through northern Ramsey County. The lane configuration <br />within this segment is not consistent with through lanes north of Highway 96 or south of Cummings <br />Park Drive. Lack of signals at Victoria and lack of interconnection with Cummings Park Drive <br />fosters few breaks in the haffic stream for ingress and egress from intcrsecting streets and entrances. <br />The facility does not function as an efficient transportation route. <br /> <br />Substandard pavement conditions persist throughout tlie proposed project area -- scoring a 75 out of <br />100 points on the Ramsey County Pavement Management System. Poor ride conditions, presence of <br />patches and general pavement deterioration linked to the type ofbituminous "wear" surface used in <br />its previous reconstruction will continue to worsen. Improved road surface and capacity are required <br />to support projected traffic volumes. <br />Drainage problems are relatively minor with the exception of deteriorated catch basin structures (LP-4 <br />design) and a small portion of roadway south of Victoria that cun-enlly discharges directly to Karth <br />Lake. New catch basins will he constructed and the area of drainage now entering Karth Lake <br />directly will be routed through expanded pond area southeast of Victoria and Lexington. <br /> <br />Capacity and turning deficiencies pose delays and safety concerns for conidor users.
