<br />. <br /> <br />. <br /> <br />. <br /> <br />Amble drive serves residential areas both east and west of Lexington Avenue. All movements to and <br />from Lexington will be allowed. Dedicated right and left turn lanes will be provided for north and south <br />bound Lexington traffic. Tum lane width will be 11 feet, rathcr than a standard 12-foot width, to <br />minimizc encroachment to adjacent properties. The approaches to Lexington from east and west will be <br />widened sufficiently to ensure outbOLmd vehicles can be positioned for right and left movements <br />simultaneously. Interest in signalizing Amble Drive has been expressed many times by area residents. <br />However review oftraflic conditions at the intersection do not snpport signalization. A more complete <br />review of the signalization issue is provided in the discussion section of Section 5.3. <br /> <br />Pleasant View Circle approaches Lexington A venue from the west, serving residential property in Arden <br />Hills. This intersection is only 800 feet south of the Highway 96 intersection. Accordingly, full access to <br />and from n011h and soutb bound Lexington presents potential conflicts during heavy traffic penods. The <br />move presenting the greatest concern is east bound Pleasant View Circle to northbound Lexington. The <br />accident potential is greater than nonnal points of access. The recommendation being made is to construct <br />a median cut that does provide for north bound Lexington to west bound Pleasant, but not enable east <br />bound Pleasant vehicles to left turn to north bound Lexington. Right in/right out movements would be <br />allowed for southboLmd Lexington traffic. Several residents voiced opposition to the elimination of the <br />east to north move. However, given the significant complaints of excessive delay and near miss accidents <br />currently at that location, the County and Cities are recommending the restriction on the basis of safety <br />and incident management. follow-up requests to consider restricting the movement "only" during rush <br />hour periods have also been made. Ramsey County's experience with compliance and enforcement issues <br />pertaining to time based restrictions is not favorable and adoption in this design is not recommended. <br /> <br />Vehicles using entry points hmited to right inlright out movements do have the ability make "u-turns" at <br />full access intersections north or south of the restricted movement drive/street.
