<br />e <br /> <br />e <br /> <br />. <br /> <br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br />TO: <br />FROM: <br />SUBJECT: <br /> <br />AGENDA ITEM: 2B <br /> <br />November 9,2004 <br /> <br />Milyor and City Council lYJ <br /> <br />Michellc Wolfe, City Administrator At~\y <br /> <br /> <br />Lexington Avenue SidewalklPath <br /> <br />At the Septembcr 27 City Council meeting, Ramsey County requested approval of the Project <br />Developmcnt Report, the Cooperative Agreement, and the Right-ol~Way Plan for the 2005 <br />Lexington Avenue Reconstruction Project. In ordcr to approve these plans, the Council had to <br />makc a final determination regarding the construction of a sidewalk or path on the east sidc of <br />Lexington. In considering impacts to residents and cost, among other factors, the Council <br />decided to approve a five-foot sidewalk. <br /> <br />After that decision was made, some Council members were contacted by a representative from <br />the City of Shoreview, expressing concern about the decision. In addition, a resident appeared at <br />a Council meeting and voiced concerns. At thc October 25 meeting, City Council indicated that <br />they may be willing to revisit tbis topic, and asked staff to discuss it further with Ramsey County <br />and City of Shoreview officials. <br /> <br />Here is wbat I learned in late October/early November: <br />. The City of Shoreview was studying whether or not they could construct a non-MSA <br />standard trail on the west sidc <br />. Ramsey Qounty indicated that plans were completed and submitted to MnDOT, and the <br />ROW process was underway. To change plans now would cause delays to the project, <br />and the Clty would likely have to pay the cost of the cngineer's time to revise the plans. <br />In other ~prds it was really too late to change tbe plans. <br /> <br />This week, the Mayor of Shorevicw requested a meeting with Mayor Aplikowski on this topic. <br />We met on Mongay morning. Also present at the meeting were Shoreview City Manger Terry <br />Schwenn, Shoreview Public Works Director Mark Maloney, Jim Tolaas from Ramsey County, <br />and me. At the ~eeting we learncd that Shoreview had concluded that they cannot fit an eight- <br />foot trail on the <<'est side of Lexington. Jim Tolaas reiterated the difficulties of trying to fit one <br />on the east side. He offered an option, which will be discussed at tbe work session. <br /> <br />The option is to ildd a three-foot "panel" to the wcst side of the sidewalk - in other words, the <br />roadway side of the sidewalk. (This is very similar to the concept discussed for County Road E.) <br />
