e e . ~ ~HILLS MEMORANDUM DATE: TO: FROM: SUBJECT: AGENDA ITEM: 2B November 9,2004 Milyor and City Council lYJ Michellc Wolfe, City Administrator At~\y Lexington Avenue SidewalklPath At the Septembcr 27 City Council meeting, Ramsey County requested approval of the Project Developmcnt Report, the Cooperative Agreement, and the Right-ol~Way Plan for the 2005 Lexington Avenue Reconstruction Project. In ordcr to approve these plans, the Council had to makc a final determination regarding the construction of a sidewalk or path on the east sidc of Lexington. In considering impacts to residents and cost, among other factors, the Council decided to approve a five-foot sidewalk. After that decision was made, some Council members were contacted by a representative from the City of Shoreview, expressing concern about the decision. In addition, a resident appeared at a Council meeting and voiced concerns. At thc October 25 meeting, City Council indicated that they may be willing to revisit tbis topic, and asked staff to discuss it further with Ramsey County and City of Shoreview officials. Here is wbat I learned in late October/early November: . The City of Shoreview was studying whether or not they could construct a non-MSA standard trail on the west sidc . Ramsey Qounty indicated that plans were completed and submitted to MnDOT, and the ROW process was underway. To change plans now would cause delays to the project, and the Clty would likely have to pay the cost of the cngineer's time to revise the plans. In other ~prds it was really too late to change tbe plans. This week, the Mayor of Shorevicw requested a meeting with Mayor Aplikowski on this topic. We met on Mongay morning. Also present at the meeting were Shoreview City Manger Terry Schwenn, Shoreview Public Works Director Mark Maloney, Jim Tolaas from Ramsey County, and me. At the ~eeting we learncd that Shoreview had concluded that they cannot fit an eight- foot trail on the <<'est side of Lexington. Jim Tolaas reiterated the difficulties of trying to fit one on the east side. He offered an option, which will be discussed at tbe work session. The option is to ildd a three-foot "panel" to the wcst side of the sidewalk - in other words, the roadway side of the sidewalk. (This is very similar to the concept discussed for County Road E.)
