Johnson [mailto:sjohnson@lindquist.com] <br />Sent: Tuesday, November 23, 20048:37 AM <br />To: Tom.moore@cLarden-hills.mn.us <br />Subject: County Road E Project <br /> <br />Mr. Moore. <br /> <br />I live at 1397 Arden Oaks Drive, I frequently walk along County Road E between Freeway and Lindey Parks. and I occasionally <br />walk over the Snelling Avenue bridge (I generally have my cars serviced at Brausens and walk back and forth), The Snelling <br />Avenue bridge is a very hazardous pedestrian crossing, particularly in winter, when snow often narrows the roadway and blocks <br />the side areas, A sidewalk wouid be a welcome addition. <br /> <br />Ideally, sidewalks should extend on both sides of the bridge and County Road E, as both sides are used by pedestrians. Since <br />that is not an option, I would favor the north side, for three reasons: <br /> <br />. There is a fair amount of Bethel College student traffic. which seems to mainly go to McDonalds, and perhaps Flahertys. <br />Bethel is north of County Road E and these businesses are all north of County Road E, My experience is that college kids <br />tend to take the shortest distance between two points and ignore a safer alternative that involves going out of their way. <br />. Routing pedestrians along the north side would avoid crossing the ramps from Snelling Avenue on the west side of the <br />bridge. Vehicles are turning into and out of these ramps from both directions, and would be crossing the pedestrian <br />walkway; drivers often do not notice pedestrians as they are watching cross traffic. <br />. I have observed little if any pedestrian traffic to the rinks at Freeway Park. Most visitors drive in to the lot, which would <br />mean driving across the sidewalk. Walkers from the neighborhood south of County Road E may have access through <br />Freeway Park, rather than walking along County Road E. <br />I can understand the arguments in favor of locating the sidewalk on the south side of County Road E. particularly the lower cost.
