da. EXECUTIVE SUMMARY . OPRA Incorporated (OPRA) was authorized on November 15, 2004, by Mr. Scott Clark of the City of Arden Hills to conduct a Phase 1 Environmental Site Assessment (ESA) on the property located at 1440 West Highway 96 in Arden Hills, Minnesota; hereafter referred to as the subject property. The ESA was performed in conformance with the scope and limitations of ASTM Practice E 1527. The purpose of the ESA was to provide conclusions regarding recognized environmental conditions on the subject property prior to redevelopment. The subject property is approximately six acres in size and is occupied by an approximately 8,655 square-foot vacant commercial building and outdoor storage areas for building equipment, sand, wood chips, and other materials. The subject property was most recently used as the City of Arden Hills Public Works facility. The building has been vacant since October 2004. Historical records reviewed by OPRA reveal the subject property Hall building since at least 1898. Another dominant historical feature of the subject property is the outdoor storage of road salt, street sweepings, compost, mulch, wood chips, street debris, and other dumped materials in large piles on the west, south, and east sides of the building and on the east end of the subject property. In addition, the east side of the subject property is an area where waste oil generated at the subject property and mixed oil and water from the sumps on the subject property were applied directly to the ground surface. Conclusions Based on the information reviewed, this assessment has revealed no evidence of recognized environmental conditions or historical recognized environmental conditions except for the following: .
