<br />da. <br /> <br />EXECUTIVE SUMMARY <br /> <br />. <br /> <br />OPRA Incorporated (OPRA) was authorized on November 15, 2004, by Mr. Scott Clark <br />of the City of Arden Hills to conduct a Phase 1 Environmental Site Assessment (ESA) on <br />the property located at 1440 West Highway 96 in Arden Hills, Minnesota; hereafter <br />referred to as the subject property. The ESA was performed in conformance with the <br />scope and limitations of ASTM Practice E 1527. The purpose of the ESA was to provide <br />conclusions regarding recognized environmental conditions on the subject property prior <br />to redevelopment. <br /> <br />The subject property is approximately six acres in size and is occupied by an <br />approximately 8,655 square-foot vacant commercial building and outdoor storage areas <br />for building equipment, sand, wood chips, and other materials. The subject property was <br />most recently used as the City of Arden Hills Public Works facility. The building has <br />been vacant since October 2004. <br /> <br />Historical records reviewed by OPRA reveal the subject property <br />Hall building since at least 1898. Additions were t building in 1971 when it became the City of Arden <br />Hills Public Works facilit ctivities at this building have included material storage and <br />general machine/equipment maintenance. . <br /> <br />Another dominant historical feature of the subject property is the outdoor storage of road <br />salt, street sweepings, compost, mulch, wood chips, street debris, and other dumped <br />materials in large piles on the west, south, and east sides of the building and on the east <br />end of the subject property. In addition, the east side of the subject property is an area <br />where waste oil generated at the subject property and mixed oil and water from the sumps <br />on the subject property were applied directly to the ground surface. <br /> <br />Conclusions <br /> <br />Based on the information reviewed, this assessment has revealed no evidence of <br />recognized environmental conditions or historical recognized environmental conditions <br />except for the following: <br /> <br />. <br /> <br />The subject property was used for machine/equipment maintenance from at least <br />1971 until 2004.
