The existing curb along Red Fox Road, Grey Fox Road and Northwoods <br />Drive is a 6" barrier design, We recommend the use of 6" barrier curb as it is currently in place <br />throughout the project area and is generally preferred by City maintenance staff. Sections of curb <br />and gutter along Red Fox Road and Grey Fox Road have either sunk or are broken up and are <br />causing water to pond in these areas, The curb and gutter at thcse trouble spots will be removed <br />and replaced as part ofthis project. <br /> <br />Although the cost of curb spot repairs is more expensive than removing the entire curb and <br />replacing with a curb machine, the most cost effective means for this project appears to be the <br />spot repair method based upon the quantities of curb identified in the field, The estimated cost <br />for spot repairs along the curb is approximately $30 per linear foot and the cost for removing and <br />replacing the curb by machine is approximately $16 per linear foot. The total amount of curb <br />that has been identified for replacement is approximately 2700 linear feet, which equates to an <br />estimated cost of $81,000, Removing and reconstructing the entire 9200 linear feet of curb along <br />Red Fox Road and Grey Fox Road would equate to an estimated cost of $147,200. The <br />economic comparison clearly indicates that the spot repair method is the most cost effective <br />option in this case, <br /> <br />RIGHT-OF - WAY DISCUSSION <br />Based on our review of county property records and field survey, we have determined that a <br />parcel along the northern half of Grey Fox Road is currently under pri vate ownership. As a part <br />of the project, we recommend that the City acquire this parcel in order to complete the right-of- <br />way along Grey Fox Road. The existing roadway is partially located in this parcel and has been <br />functioning as a public street since its initial construction. Exhibit Al illustrates the right-of-way <br />acquisition parcel. No other right-of-way is anticipated to be acquired for roadway purposes, <br />however, some drainage easement may be necessary to bc acquired along the TH51 Frontage <br />Road in order to construct water quality improvements and delineate existing drainage ways, In <br />addition, minor temporary easements for grading purposes may be required along Dunlap Street <br />and the TH 51 Frontage Road, Temporary and permanent easements will be determined in the <br />early phase of final design once the Council has directed staff regarding which alternatives to <br />proceed with, Negotiations will take place with affected property owners prior to the assessment <br />hearing with the goal of obtaining easements before the assessment role is finalized and adopted. <br />The estimated project costs in this report do not include any property acquisition costs. <br /> <br />Dunlap Street: The street reconstruction will include the removal of existing pavement, <br />realigning of the roadway within the existing ROW to accommodate driveways, trees, and <br />utilities. The proposed profile elevation of Dunlap Street will be slightly lower than the current <br />elevation to promote better drainage from adjacent properties into the street. In addition, shallow <br />sodded (mowable) swales are proposed along segments of Dunlap Street to intercept runoff from <br />adjacent parking lots prior to entering the street drainage system. Swale areas will be bedded <br />with sand drained by roadway sub drains to promote infiltration of small rain events. <br />Reconstruction of bituminous and concrete driveways will be performed as necessary to meet the <br />new roadway grades, Some existing driveways widths will be narrowed wherever possible <br />without disruption of business access. The roadway will be striped and signed to provide for <br />safe traffic movement and prohibit on street parking. <br /> <br />URS <br /> <br />6 <br />
