PROJECT FUNDING <br /> <br />, <br /> <br />The project will be funded from several sources including MnDOT State Aid Fund, Unit <br />Assessments on the benefiting properties, the City General Fund, the City Enterprise Funds for <br />Watermain, Storm Water and Sanitary Sewer improvements, <br /> <br />ASSESSMENT RUE DISCUSSION <br /> <br />The proposed assessment for the project is based on the 2004 Revised Assessment Policy that <br />was approved by the Arden Hills City Council on September 13, 2004, The policy states that <br />commercial properties with frontage abutting a street that is reconstructed shall be assessed on a <br />per unit basis at the commercial/industrial equivalent assessment rate. The per unit basis is <br />calculated based on the average neighborhood unit size, particularly in a mixed neighborhood. <br />Larger sized commercial lots may be sub-divided into smaller units for assessment purposes and <br />to ensure equity. <br /> <br />The proposed assessment rate is based on seventy percent (70%) of the cost of the roadway <br />improvements plus all associated overhead cost for a typical commercial street section. The total <br />number of lots that will benefit from the project and have property lines adjacent to a roadway <br />that is be rehabilitated or reconstructed is 31. We have developed five unit assessment rates as <br />follows: <br /> <br />Dunlap St Reconstruction unit assessment: <br />TH 51 Frontage Rd Alternatives I & 2 Reconstruction unit assessment: <br />TH 51 Frontage Rd Alternative 3 Reconstruction unit assessment: <br />Grey Fox Rd, Red Fox Rd, Northwoods Dr M&O unit assessment: <br /> <br />$11,165,00 <br />$12,151.00 <br />$10,450,00 <br />$3,709.00 <br /> <br />The total number of units (121) calculated for this project is approximately equal to the total <br />acreage of area properties, Therefore a 10 acre property is assigned ten assessment units for the <br />project. Corner properties that are adjacent to both reconstruct and mill and overlay streets will <br />have their units di vided proportionally for each frontage, Therefore, a 9 acre corner property <br />would be assigned 9 assessment units of which 5 may be identified as Dunlap St reconstruction <br />units and 4 as Grey Fox Rd M&O units. The two properties immediately east of the TH 51 <br />Frontage Road will have different assessments depending on the option selected by the Council <br />for that roadway, <br /> <br />The Preliminary Assessment Role is attached in Appendix C and Exhibit C3 identifies the <br />properties in the project area that arc included in the assessment role, <br /> <br />URS <br /> <br />16 <br />
