("J

C)
, ,

IV. TRAFFIC ANAL YSIS

.

A. CAPACITY AND LEVEL OF SERVICE
An intersection capacity analysis was conducted for the study intersections per
the Highway Capacity Manual. The traffic forecasts shown on Figures 5, 6, 8,
and 9 were used with the existing traffic control and lane configurations shown in
Figure 2 to calculate LOS grades for the study intersections. It is assumed the
driveway access to Highway 96 will be stop controlled and that an eastbound to
southbound right turn lane will be provided on Highway 96 at the site's access.
The curb and pavement currently exist for this right turn lane, but the striping will
need to be revised. The LOS results are shown in Tables 2 and 3.

Table 2 - Forecasted 2007 Weekda AM Peak Hour LOS Results
;;t'iifl)!~pm~:R!fI'IiI'ii-~liiljjill,!i:'~~I\iii;; !if"'.'"."'l"';;'
"!'JHi~!!~_~mN("\n:~JiMf~ "..,.$h" '" g~!g~~;"~,,, ~,.-~Ii?:~""~",,,
Hi hwa 96/Hamline Avenue Si nal C C
Hamline Avenue/Karth Lake Circle Side Street Sto Si n F F
Hi hwa 96/Site Access Side Street Sto Si n n-a A
Note: The LOS shown is the overall LOS at signalized intersections or it is the LOS for the worst
movement at an intersection with side street, stop sign control.

Table 3 - Forecasted 2007 Weekda PM Peak Hour LOS Results
)'mtr~urQji~Qnti'!)li';;i1i1i1. ,iN~al"ii.l~)I,.t:mU!:lt.
Hi hwa 96/Hamline Avenue Si nal E E
Hamline Avenue/Karth Lake Circle Side Street Sto Si n F F
Hi hwa 96/Site Access Side Street Sto Si n n-a C
Note: The LOS shown is the overall LOS at signalized intersections or it is the LOS for the worst
movement at an intersection with side street, stop sign control.

.

The Arden Hills Office Park traffic will have a negligible impact on the operation
of the Hamline Avenue corridor. There is no difference in the Level of Service
results between the build and no-build scenarios at the Highway 96/Hamline
Avenue intersection or the Hamline Avenue/Karth Lake Circle intersection. The
right-out access to Highway 96 will operate at LOS C or better during the peak
hours. The Level of Service calculations are in the Appendix. They include LOS
calculations for each intersection approach.

Hamline Avenue provides an alternate access to Interstate 694 for vehicles that
normally access the Interstate from Lexington Avenue. The County is improving
Lexington Avenue this summer to alleviate congestion. A portion of the traffic
currently using Hamline Avenue as an alternate route to Lexington Avenue will
shift back to Lexington Avenue when it is improved. County staff plan on
reviewing the operation of the Highway 96/Hamline Avenue intersection when lhe
Lexington Avenue improvements are completed. The poor Level of Service
forecasted for 2007 can be alleviated by removing the north/south split phasing
of the traffic signal.

.

Arden Hills Office Park
Traffic Impact StlH~V

13

Arden Hills.
