<br />C) <br /> <br />() <br /> <br />. <br /> <br />The amount of traffic coming in and out of the site at the Hamline Avenue/Karth <br />Lake Circle intersection does not warrant the addition of right turn lanes. These <br />would be difficult to add given the right-of-way limitations and the location of the <br />day care center's parking lot. To facilitate traffic movement at the intersection, it <br />is recommended that larger than standard radii be built on the northwest and <br />southwest corners of the intersection. This will allow separation of traffic for <br />traffic turning right into the site and traffic turning right out of the site. A 50 foot <br />radius is recommended on each corner if feasible. <br /> <br />B. TRAFFIC SAFETY <br />The study intersections are controlled with either stop signs or traffic signals and <br />have turn lanes to safely separate through traffic from turning traffic. It is <br />believed they will continue to operate safely with the minimal amount of traffic <br />being added by the Office Park. Area residents have raised concerns about <br />westbound to eastbound u-turns on Highway 96 at Keithson Drive to turn right <br />into the site. The forecasts anticipate approximately 10 vehicles doing this during <br />the a.m. peak hour. There is a separate left turn lane provided for westbound <br />Highway 96 at Keithson Drive. The intersection has clear sight lines and there is <br />a small amount of traffic generated by the 13 homes on Keithson Drive. It is <br />believed that this u-turn can be made safely. County staff agree with this <br />assessment, but they will ban u-turns at the intersection if a problem arises. <br /> <br />. <br /> <br />C. INTERNAL SITE CIRCULA nON <br />The parking lots for the site will provide smooth traffic flow between the two <br />access points. Due to site constraints, the day care's driveway will be realigned <br />to access a shared driveway instead of accessing Hamline Avenue directly (see <br />the site plan in the Appendix). To keep the office park traffic from dominating the <br />outbound move to Hamline Avenue, it is recommended that the southbound <br />movement out of the day care and the eastbound movement out of the office <br />park be stop sign controlled at their intersection.
