.

.

ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES
JUNE 27, 2005

3

6. NEW BUSINESS

A. Holidav Station Store - Approval of Special Use PermitlPreliminarv and Final Plat

Mr. Hcllegcrs requested Council consider the requested Master and Final PUD/Special Use
Permit and PreliminarylFinal Plat for the development of the property at the southwest corner of
Highway 96 and Round Lake Road. He noted at the June 1,2005 Planning Commission meeting,
the Planning Commission recommended unanimous approval with conditions as noted in staffs
June 27, 2005 report.

He recommended Council approve the Master and Final PUD/Special Use Permit and
PreliminarylFinal Plat for the development of the property.

Councilmcmbcr Larson stated he noticed on some of the review questions included in the packet
that some of the existing trees on the northeast and southeast could be saved and it sounded like
the developer intended to level the lot and put in all new landscaping. He asked if there was any
intention of saving any of the trees on the property. Mr. Hellegers replied there might be a
possibility to preserve some of the trees, but most of the trees that were there now would be in the
path ofthe building.

Councilmcmbcr Larson asked if there would be any landscaping along the west side of tbe
building. Mr. Hellegers replied they had requested the developer put in landscaping along the
areas which would have the most impact on the residential areas, particularly the north side. He
noted there ,,'ere also power lines along the west side of the property, which would be impacted
by mature landscaping.

Councilmembcr Larson noted he was still concerned there was insufficient landscaping along
the back of the building. He asked if they could include lower screening as a condition of the
permit. Mr. Hellegers noted the developer had four times the required landscaping; however,
they might be able to shift some of the landscaping around on the site.

Councilmember Larson asked if the amount of fal(ade lighting would be reduced. Mr.
Hcllegers responded reduced lighting was not included in the conditions and the Planning
Commission did not recommend it, but if Council wanted to have this, it could be made as a
condition of approval. He indicated this was a minor concern.

Councilmember Larson stated it would be nice if the north driveway could be moved further
south away from Highway 96. Mr. Hellegers stated applicant was aware of this and was working
on a revised plan to drop the driveway down to enter toward the middle of the canopy. He noted
however, they needed sufficient space for semi-truck movability. He indicated both applicant and
applicant's engineer were present to answer any questions.

. Councilmember Larson inquired about the drainage. Mr. Hellegers outlined the drainage and
water retention plans and noted applicant was addressing the drainage issue.

3
