Moore; Director of Operations & Maintenance <br /> <br />SUBJECT: Installation of Energy Saving Traffic Signal LED Lights. <br /> <br />. <br /> <br />BACKGROUND <br />The Ramsey County Public Works Department has approached the 0 & M Department about the <br />possibility of a 2005 joint work project. The project would entail the replacement and upgrade of <br />the traffic signal LED lights within the City of Arden Hills. The City would purchase the <br />replacement LED lights and Ramsey County would provide the equipment and labor. The <br />intersections that are being considered are; County Road E/Cohnelly, County Road ElPine Tree <br />Drive, Hwy 96lHamline, Highway 96/Round Lake Road and Lexington/County Road F. This is <br />not a mandated replacement program and the current traffic lights are in working condition. <br /> <br />COST <br />The cost of the project before XceJ Energy rebates is $9,632.00. Xcel Energy is providing a <br />rebate in the amount of $4,990.00. A final overall project cost, including Sales Tax is $4,642.00. <br />Additional savings will be realized through energy usage. It is estimated that each intersection <br />with the replacement LED lights will save 100KW per month. The current price, as of January <br />1,2005, per KW is $4.56. The financial savings in energy efficiency is $456.00 per month, or <br />$5,472.00 per year. The five proposed intersection in this potential project would produce an <br />annual energy savings of $27,360.00. There is no money allocated in the 2005 CIP or General <br />Budget for this project. <br /> <br />REOUESTED COUNCIL ACTION <br />Staff is requesting work direction on this process. Possible options to be considered; <br />I. Do not proceed with this possible project at this time, because it was not a budgeted <br />expense and the existing traffic lights are in working order. <br />2. Proceed with the project, but at a limited scope. The City Council will determine the <br />number of intersections that will receive replacement LED lights. <br />3. Proceed with the project as stated. Council will direct Staff to determine a funding source <br />and to submit this project for Council approval at the February 14, 2005 Council <br />.
