Screening of at least 60% opacity shall be provided along the north, east, and south sides <br />of the new parking lot as proposed on the site plans on file in City planning file #05-04. <br />Screening may be accomplished by a 3-foot high privacy style fence or coniferous shrubs <br />to a minimum height of 3 feet. Screening shall require the approval of the City Planner <br />prior to the issuance of any Building or Zoning Permits. <br /> <br />Staff would also recommend including the following three conditions; the first condition is <br />typically used on Special Use Permit Amendments, the second condition addresses one of staffs <br />plan review comments which was inadvertently left out of the recommended conditions of <br />approval to the Planning Commission: <br /> <br />1. A Special Use Permit Amendment form, drafted by the City Attorney, shall amend <br />the SUP and shall reference the proposed revision to the Site Plan from Planning <br />Case #05"03. Building permits may only be issued after the SUP Amendment <br />document receives the approval of the City Council and is executed by both the <br />City Council and the applicant. <br />2. Continuous concrete curb shall be constructed surround the parking lot as required <br />by the City Zoning Ordinance; the curbing shall require the approval of the City <br />Engineer, City Building Official, or City Planner. <br /> <br />Deadline for A2encv Actions <br /> <br />The City of Arden Hills received the completed application for this request on January 3, 2005 <br />Pursuant to Minnesota State Statue, the City must act on this request by March 1,2005 (60 days), <br />unless the city provides the petitioner with written reasons for and additional 60 day review <br />period. The City may with the petitioners' consent extend the review period beyond the 120 <br />days. <br /> <br />Options <br /> <br />I. Recommend approval as submitted. <br />2. Recommend approval with conditions. <br />3. Recommend denial with reasons for denial. If the City denies the petitioners request, <br />".. .it must state in writing the reasons for the denial at the time it denies the request." <br />4.
