Screening - Does not specify shrub species / Code Requires 60% opacity. <br /> <br />The screening requirements for non-residential uses in proximity to residential property call <br />for screening of at least 60% opacity. In addition, condition "e" from SUP #70-36 required <br />that: "off-street-parking which has been required shall be hard-surfaced and screened from <br />abutting properties." The applicant indicates a chain-link fence along the eastern edge of the <br />property line between the west property and lots 1, 2, and 3. The plans also indicate that <br />shrubs will be installed around the perimeter ofthe parking area. Since the applicant does <br />not specify the type of shrubs; staff would recommend that a condition of approval be that <br />the shrubs be a coniferous species with a minimum height of three (3) feet to provide <br />screening from headlight glare. <br /> <br />7. Traffic, Access, and Circulation - Code Requirement Met. <br /> <br />One access to Edgewater Avenue has been proposed for the reconfigured parking lot. The <br />one access point should be sufficient for the minimal number of cars expected to access the <br />Oddfellow's Lodge parking lot. <br /> <br />8. Grading and Utilities - Code Requirement Met. <br /> <br />The City Engineer has reviewed the plans provided by the applicant and did not believe that <br />the proposed SUP Amendment would pose a negative impact to the City of Arden Hills' <br />utilities or infrastructure. Drainage from the parking lot would be directed to the northeast <br />comer of the parking lot where an existing culvert would carry water to the stormwater pond <br />on the north side of Edgewater Avenue. The parking lot and any future parking lot additions <br />should be constructed to direct drainage to the culvert at the northeast end of the parking lot, <br />but taking special care to avoid draining water onto lots 1,2, and 3 of Block 3, Lake <br />Josephine Villas. <br /> <br />9. Lighting - Lighting plans not included in application materials <br /> <br />Currently there are existing building mounted lights which provide lighting for the general <br />area to the east, including the parking lot. Any new lighting should also be consistent with <br />the requirements as specified in Section 6.E of the Zoning Ordinance. <br /> <br />10. Special Use Permit Analysis - Finding Required <br /> <br />The Arden Hills City Council approved the use of the property for a lodge building through <br />Special Use Permit #70-36 on February 22, 1971.
