<br />. <br /> <br />~ <br />/],\~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />February 2, 2005 <br /> <br />PC Agenda Item 4.B <br /> <br />TO: Planning Commission <br /> <br />FROM: Peter Hellegers, City Planner <br /> <br />SUBJECT: PC #04-19, Ramsey County Partners Public Works Facility, <br />1425 Paul Kirkwold Drive (Hamline Avenue and Highway 96) <br />Special Use Permit (SUP)2nd Amendment and Site Plan Review. <br /> <br />Requested Action <br /> <br />The applicant has requested a Special Use Permit (2nd) Amendment to allow for installation of a <br />year-round used oil collection site and a seasonal Household Hazardous Waste collection site at <br />the northwest comer of the applicant's property in Arden Hills. The applicant is also seeking a <br />materials variance for the used oil collection building. <br /> <br />. Uudates/Chanl!es <br /> <br />At the January 2005 meeting the Planning Commission, the discussion on the used oil collection <br />building and seasonal Household Hazardous Waste site centered on two items: <br /> <br />1. Security of a 24~hour used oil collection building. <br />2. Building materials. <br /> <br />In particular the Planning Commission stated that if the used oil collection building was going to <br />be a 24-hour operation, then a security camera should monitor the site. A suggestion was also <br />made that the County review locating a camera inside the used oil collection building to help <br />insure the safety of all the prospective users of the facility. Since the Public Works facility does <br />not have staffing for the full 24-hour period it may make sense to have the feed from the camera <br />go to the Sheriffs Patrol Station which is also located On site. Staff has included the installation <br />of one camera to monitor the site as a condition of approval. <br /> <br />Building plans have been submitted to staff and are included as an attachment to this report. The <br />building materials proposed on these plans are for a 10' by 20' structure with a Nova Brick <br />exterior and asphalt shingle roof.
