<br />oil collection tanle Directly east of the proposed used oil collection building would be a T <br />Cedar privacy fence which would screen a dumpster from the north and east. <br /> <br />. <br /> <br />The current Civic Center District requirements allow only brick, stone, and glass as exterior <br />materials except that metal may be used for trim. Since the exterior material is going to be a <br />bricklblock looking material it would appear that this is consistent with the main Public Works <br />building, the Sheriff Water Patrol building, and the Civic Center requirements. The surrounding <br />buildings in the yard area of the Public Works Facility are a tan textured pre-cast concrete panel <br />with black metal trim. The applicant has stated that the colors of the surrounding materials <br />would be used to try to make the appearance of the buildings appear more consistent. Staffhas <br />included this as a condition of approval. <br /> <br />Site Plan Review <br /> <br />The following analysis highlights some of the changes proposed in the Special Use Permit <br />Amendment. <br /> <br />1. Zoning - Uses do not fit predefined categories (determination by Planning Commission <br />required); NNW site operation would require an exception from the Staging Area <br />requirement for the CC district. <br /> <br />The uses proposed in the amendment to the Special Use Permit (SUP) include a used oil <br />collection building which would be open 24 hours a day for 365 days a year. Also included <br />in the proposed SUP Amendment is a seasonal Household Hazardous Waste (HHW) site <br />which would likely operate during regular business hours on Fridays and Saturdays for one . <br />or more months. Neither of the uses fits exactly into any predetermined use on the Land Use <br />Chart. However, both uses seem compatible with the adjacent "yard" area of the Ramsey <br />County/Partners Public Works Facility. <br /> <br />At the December 2004 and January 2005 meetings, Planning Commissioners expressed <br />concern about the security and potential for vandalism or misuse of the used oil facility if it <br />were operated on a 24 hour basis. The applicant has stated that the current facility in <br />Shoreview has been operated on a 24 hour basis and the County has not encountered many <br />problems. One of the reasons for having the facility open on a 24 hour basis is that if <br />someone attempted to use the facility and found that it was closed, the person may just leave <br />used oil outside of the gate or dispose of the used oil improperly. The County would like to <br />eliminate that scenario and has therefore proposed that the used oil collection building be <br />open 24 hours a day. In addition, Public Works employees typically do not work on <br />weekends so if the used oil collection were not left continually open it would need to be <br />locked up and unavailable over the weekends (which is likely when many of the potential <br />users would like to utilize the facility). <br /> <br />In the narrative provided by the applicant (revised December 29, 2004), and again at the <br />January 2005 meeting, the applicant indicates that there is a camera in place at the filling <br />station just west of the proposed used oil collection facility and an additional camera could <br /> <br />\\Earth\Planning\Planning Cases\2004\04-19 RCPWF SUP Amendment Oil drop site and HHW (PENDING)\02-02~05 PC Report RCPWF SUP <br />2nd Amendment-doc <br /> <br />Page 1 of9 <br /> <br />. <br />
