At the January 2005 Planning Commission <br />meeting several commissioners indicated that if the used oil collection building were to be in <br />operation on a 24 hour a day basis, then a security video camera should be installed to <br />monitor the area. In addition, it was suggested that an interior video camera may increase the <br />safety of the used oil collection building. Staff has included one exterior security video <br />camera as a condition of approval. In addition, staff has included a condition that would <br />require the County to install an interior security video camera ifthe Arden Hills City Council <br />determined that the second video camera was necessary to insure the safety of potential users <br />of the used oil collection building. <br /> <br />2. Aesthetics - Code Requirement Met <br /> <br />The proposal calls for an area of impervious surface and one 200 square foot building to <br />contain the used oil collection area. The proposed building would have a Nova Brick <br />exterior with an asphalt shingle roof. Nova Brick is not expressly listed in the CC District <br />list of building materials. However, it appears to be a solid material which has the look of a <br />block or brick building and should be compatible with the other building materials used on <br />site. While the interest of the Civic Center District is to create an area of attractive public <br />facilities, with the exception of the "face" of the complex facing Highway 96, the remainder <br />of the main building and accessory buildings have been constructed of pre-cast concrete or <br />other materials not specifically permitted in the CC District. The proposed used oil <br />collection building should not be visible from Highway 96, only from the internal portion of <br />the site or from the rear. The attachments show a picture of a maintenance building <br />constructed in Chaska which used similar construction materials to what is being proposed. <br />The coloring of the proposed building should be compatible with the main building and <br />Sheriff Water Patrol building at the Ramsey County Public Works Facility. <br /> <br />3. Lot Coverage - Code Requirement Met <br /> <br />The CC: Civic Center District requires that no more than 40% of the lot be covered by <br />structure. The proposed used oil building footprint is 200 square feet while the parcel is <br />1,524,600 square feet.
