ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES
FEBRUARY 28, 2005

8

.

work in progress and he believed it was important the residents were aware of this proposal. He
believed they needed to send out a notice because it was the right thing to do.

Mayor Aplikowski asked if they wanted a letter sent to all of the residents of Arden Hills.
Councilmember Grant replied that was an option.

Ms. Wolfe stated in her earlier comments, she was not intending or trying to create more
difficulty with this. She stated if the direction was for additional public input and information,
they might not have the best process and perhaps they could not do it in time for the first meeting
in March. She noted there was a public meeting set for March 16. She indicated at their last
meeting, there was a concern about getting an update out to the residents, but staff determined
that they could get in into the next newsletter, but this unfortunately had taken longer than they
had hoped. She stated they had the option of sending out a separate notice to the residents
regarding the TCAAP development.

Mayor Aplikowski asked if they did the letter to the residents for her to go along with that one,
it would have to be very carefully stated that this was not a question of whether or not they were
going to develop TCAAP because they had already passed that line and they are going to develop
TCAAP. She asked what the point was in having residents come forward and what would they
tell the Council about this vision. She noted they could inform the residents about the vision, but
she did not know what the residents would tell Council about the vision. She asked why they
were asking residents to come and make comments.

.

Jim Ostlund, 1576 Royal Hills Drive, stated he was looking forward to the TCAAP
development. He indicated the public financing policy had to drive the development. He stated
there had to be a decision as to what the City was willing to contribute to this and then give those
plans to the developer and have the developer work with what the City was willing to contribute
to the development. Mayor Aplikowski noted they could not run the numbers until the
framework had been established. She stated this should be a win-win for both the developer and
the City.

Councilmember Larson requested they move forward.

MOTION: Councilmember Larson moved and Councilmember Holden seconded a
motion to table Resolution #05-25 to the Council meeting on March 28,
2005 and allow for staff to develop materials to be sent out to the residents
of Arden Hills. The motion carried unanimously (4-0).

C. PC#04-19. Ramsev County Public Works Facility. 1425 Paul Kirkwold Drive. SUP
Amendment

Mr. Hellegers stated applicant had requested a Special Use Permit (2nd) Amendment to allow for
installation of a year-round used oil collection site and a seasonal Household Hazardous Waste .
collection site at the northwest comer of the applicant's property in Arden Hills. The applicant
was also seeking a materials variance for the used oil collection building.
