<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />FEBRUARY 28, 2005 <br /> <br />9 <br /> <br />Mr. Hellegers noted at the February 2, 2005 Planning Commission meeting, they reviewed this <br />case and unanimously recommended approval of the Special Use Permit (2nd) Amendment <br />subject to the following conditions: <br /> <br />1. The seasonal Household Hazardous Waste (HHW) collection operation should not <br />exceed two months total per calendar year, nor shall the seasonal HHW collection operate <br />for more than one month in a row. <br />2. In order to prevent vandalism or improper use, and to insure the security of the used oil <br />collection and seasonal HHW site which would be in operation 24-hours a day, the <br />applicant shall install an exterior security video camera to monitor the area. <br />3. If it were determined that the security of the used oil collection building posed a risk to <br />Arden Hills residents and the general public attempting to utilize the facility, the Arden <br />Hills City Council may require that the applicant install a security camera to monitor the <br />interior of the used oil collection building. The applicant may choose to install a security <br />camera to monitor the interior of the used oil collection building at any time and is not <br />required to seek permission from the City of Arden Hills prior to the installation except <br />for any building permits which may be required. <br />4. Landscaping removed for the installation of the seasonal HHW and used oil collection <br />site shall be relocated to the north and/or northwest of the proposed used oil collection <br />site. <br />5. The coloring of the exterior building materials shall be of a coloring compatible with the <br />main Public Works building and shop area, and the Sheriffs Water Patrol building, or <br />shall be painted to be compatible. <br />6. Any special events beyond the normal scope of uses (public works, sheriffs department, <br />seasonal HHW, used oil collection facility) at the Ramsey County Public Works Facility <br />would require the applicant to first obtain approval of the Arden Hills Planning <br />Commission and City Council for an Amendment to this Special Use Permit. <br /> <br />Hc noted staff also recommended including the following two conditions which were typically <br />used on Special Use Permit Amendments: <br /> <br />1. The applicant shall continue to abide by the conditions of approval as stated in the <br />approved Special Use Permit except as amended by the two subsequent amendments. <br />2. A Special Use Permit Amendment form, drafted hy the City Attorney, shall amend the <br />SUP and include the two amendments to the Special Use Permit. The SUP Amendment <br />form shall refercnce the proposed revision to the Site Plan from Planning Case #04-19. <br />Building permits may only be issued after the SUP Amendment document receives the <br />approval ofthe City Council and is executed by both the City Council and the applicant. <br /> <br />Couneilmember Holden asked what kind of assurance would there be that this would be a <br />cleaner facility than the existing facility. Mr. Hellegers replied this would be in a building and <br />not an outdoor collection area. He stated the building would look nice and due to the location <br />near the Sheriffs Department, he believed this would be a secure area. <br />
