<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />FEBRUARY 28, 2005 <br /> <br />10 <br /> <br />. <br /> <br />Terry Noonan, Manager Environmental Services Supervisor of Ramsey County Public <br />Works, replied in terms of cleanliness the existing site had no roof and was exposed to the <br />elements. He noted occasionally paint pans or antifreeze coolant containers were left <br />inappropriately which staff handled. He stated there would daily monitoring of this. He stated <br />this new site had a roof and was not exposed to the elements and therefore the oil would not <br />spread out. He indicated any spillage would be collected in an open grate on the floor. <br /> <br />Councilmember Grant asked if this building would be entirely Ramsey County's responsibility <br />and the City would not be responsible for any costs. Mr. Rellegers replied this had not been <br />discussed, but he believed the County would be responsible for all of the costs. <br /> <br />MOTION: Councilmember Larson moved and Councilmember Holden seconded a <br />motion to approve PC #04-19, Ramsey County Public Works Facility, <br />1425 Paul Klrkwold Drive, SUP Amendment with the conditions as noted <br />in staffs February 28, 2005 report. The motion carried unanimously (4-0). <br /> <br />D. PC#05-02, Debra & William Thornton, 3510 Siems Court, Variance <br /> <br />Mr. Rellegers stated the applicant had requested an II-foot front yard setback for an addition to <br />the front ofthe applicant's property in Arden Hills. <br /> <br />He noted at the February 2, 2005 Planning Commission meeting a public hearing was held and <br />after the conclusion of the public hearing and review of the case, the Commission made the <br />following findings: <br /> <br />. <br /> <br />I. There are the circumstances for which the variance is requested that are unique to the <br />property. <br />2. Granting the variance would be in keeping with the spirit and intent of the City's Zoning <br />Ordinance. <br />3. The property in question could not be put to a reasonable use without the granting of the <br />vanance. <br />4. The hardship was not created by the owner. <br />5. Granting the variance would not alter the essential character of the neighborhood. <br /> <br />He indicated after making the findings, the Planning Commission unanimously recommended <br />approval for an II-foot Front Yard setback variance which would allow for the construction of a <br />new addition to the western side of the applicant's house subject to the following conditions: <br /> <br />1. The applicant shall file all necessary building permit plans with the Building Official for <br />approval prior to the issuance of a building permit. Building permit plans shall be <br />submitted to the Building Official a minimum of two (2) weeks before the planned start <br />of construction. <br /> <br />. <br /> <br />Bill Thornton, 3510 Siems Court, applicant, thanked the Council for their time and thanked <br />staff for all of their help. He stated their home was situated on a very steep incline in the back. <br />
