ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES FEBRUARY 28, 2005 12 . 1. A Special Use Permit Amendment form, drafted by the City Attorney, shall amend the SUP and shall referenced the proposed revision to the Site Plan from Planning Case #05-03. Building permits may only be issued after the SUP Amendment document receives the approval of the City Council and is executed by both the City Council and the applicant. 2. Continuous concrete curb shall be constructed surround the parking lot as required by the City Zoning Ordinance; the curbing shall require the approval of the City Engineer, City Building Official, or City PlaIlller. Ray Pogue, Lodge Treasurer, stated they wanted to split this off so they could sell it to keep funding the lodge. He noted they did not use the property that much and the large parking lot was useless. He stated if someone bought the lot and built a large home, it would be good for both the City as well as for the Lodge. Councilmember Larson asked if they had someone interested in purchasing the property. Mr. Pogue replied they had received some interest, but they had not followed up on anything because they needed Council's permission first. He stated they hoped the sale of this land would help with their funding for the next 10-12 years. MOTION: Councilmember Grant moved and Councilmember Holden seconded a motion to approve PC #05-03, St. Paul Lodge #2 - I.O.O.F., 1174 . Edgewater Avenue, SUP Amendment subject to conditions as noted in staffs February 28, 2005 report. The motion carried unanimously (4-0). F. PC #05-04, City of Arden Hills, GB District and Zoninl! Ordinance Amendments Mr. Hellegers stated this Zoning Ordinance would allow a service station with retail sales and services and a car wash to be permitted after the issuance of a Special Use Permit in the Gateway Business District. He indicated at the February 2, 2005 Planning Commission meeting, the Commissioners nnanimonsly recommended approval of the Zoning Ordinance Amendments as proposed. MOTION: Councilmember Larson moved and Councilmember Grant seconded a motion to approve PC #05-04, City of Arden Hills, GB District and Zoning Ordinance Amendments. The motion carried unanimously (4-0). G. Award Bid for 2005 Lift Station Rehabilitation Proiect Mr. Brown stated bids were received and opened for this project on February 15, 2005. Bids were received from nine contractors. He noted all bids had proper bid guarantees in the amount of ten percent (10%) of the total bid as required by the Project Manual. He indicated Gridor Construction, Inc. submitted the low bid with a total bid amount of $236,758.00. The Engineer's Estimate reflects current market prices based on recent projects in the Twin Cities metro area. . The low is was approximately 1.4% lower than the Engineer's Estimate indicating a reasonable price for the scope of work included with the project. In general, construction costs had
