The item. <br /> <br />. This project will have an interest rate of prime plus 2% as of the date <br />of adoption and can be paid over a 5 year or 10 year period, <br />depending upon the type of construction. <br /> <br />. The City Engineer is requested to explain the project and the policies <br />that were used to prepare the special assessment role. <br /> <br />2. The City Engineer explains the project and policies. <br /> <br />3. The Mayor explains the rules for the Public Hearing. <br /> <br />. <br /> <br />All people who want to address the Council should remember to sign <br />in at the desk in the lobby. <br /> <br />. Property owners need to approach the podium, state their name and <br />address before stating their comments/objections. <br /> <br />· Property owners have a three minute time limit at the podium to allow <br />everyone a chance to speak. <br /> <br />· Anyone who wants to object to their assessment MUST file a <br />WRITTEN objection prior to the close of the public hearing. Forms <br />along with pens are located on the sign-in table in the lobby. Please <br />submit all forms to Thomas J. Moore. <br /> <br />· The Council will not take any action/make specific comments <br />regarding a specific question/objection until ALL questions/objections <br />have been made. General non-assessment questions may be answered. <br /> <br />4. <br /> <br />The Assistant to the City Administrator announces that the appropriate <br />notices have been published and mailed. <br />
