<br />In regard to the third question, the City may want to adopt Front Porch Design <br />Guidelines. If the language from the City of Richfield is acceptable, staff would <br />recommend adding that language (or any other design guideline language) to the end of <br />Section 6.C.2.d so that the design guidelines are easily accessible. <br /> <br />In addition to language regarding front porches, staff has also proposed providing an <br />exception to Section 6.C.2.a for steps, decks, and ramps to extend 6 feet into setback <br />areas as opposed to the currently permitted 3 feet. This change will allow space at the top <br />of the stairs so that people standing at the door will not have to back down the stairs any <br />time a door is opened. <br /> <br />Proposed Zonin!! Ordinance Amendments for Front Porch Exceptions I Steps, <br />Decks, Ramps <br /> <br />Amendment #1 - (Section 6.C.2.a - Permitted Encroachments) add the following at the <br />end of the paragraph "Exception: Steps, decks, and ramps may extend six (6) feet into <br />the required front, side, and rear setbacks but in not case shall the setback to these <br />encroachments be less than six (6) feet."- see attachment 4d-l for the full amended text <br />of Section 6.C.2 as proposed. <br /> <br />Amendment #2 - (Section 6.C.2. - Permitted Encroachments) Insert new subsection "d" <br />and the following language: <br />"d. Covered Porches for Single-Family Detached Dwellings. In <br />required front yards, covered porches attached to the principal <br />structure may extend no more than 10 feet, provided that the porch <br />is no closer than 30 feet from the front lot line and that the design <br />of the porch is consistent with the City's Porch Design Guidelines <br />and approved by the Community Development Director. The <br />Community Development Director must make the following <br />findings to approve a porch encroachment of up to 10 feet: <br /> <br />1. The exterior materials of the proposed porch are <br />consistent or complementary in color, texture, and <br />quality with those visible at the front of the <br />dwelling; <br /> <br />2. The roof of the proposed porch is properly <br />proportioned to and integrated with the roof of the <br />dwelling and has no less than a 3/12 slope; <br /> <br />3.
