City staff mailed out eighteen bid packets to area tree removal contractors. Five <br />of the bid packets were returned to City Hall with no forwarding address. The City also <br />advertised the tree removal RFP on the League of Minnesota Cities website, Shoreview-Arden <br />Hills Bulletin, and on the City's website. The City received four phone inquiries regarding the <br />RFP and the bidding process. On March 31 sl, the completed bid forms were due at City Hall by <br />4:30 PM. The City received two potential bids for the tree removal contract. One of the bids <br />that was submitted was incomplete. The bid did not have the required employee compensation <br />insurance, bond information, or bid signature that was required in the RFP. Also, the bidder was <br />only interested in the stump removal portion of the contract. The City received one bid that met <br />all of the requirements set forth in the RFP. That bid was submitted by S&S Tree Service. For <br />City Council review, staff has attached an Excel spreadsheet with a breakdown of the bid <br />proposals. Also for your review, I have attached a copy of S&S Tree Services 2004 pricing for <br />companson purposes. <br /> <br />City staff was very surprised by the lack of interest in this contract. As a follow-up, I contacted a <br />representative from Rainbow Tree Care. At the beginning of the bidding process, Rainbow Tree <br />Care had expressed some interest in the City's tree removal contract. Rainbow Tree Care <br />mentioned that they were very busy at this time with tree pruning and private tree removals. In <br />the past, Rainbow Tree Care has submitted proposals on government contracts, but they have not <br />had much success. <br /> <br />I also contacted the City of Columbia Heights Forester (Lauren McClanahan) to inquire about <br />how many bids Columbia Heights recently received for their tree removal contract. I was <br />informed that they only received one bid for their tree removal contract this year.
