Page 2

bidder. It appears that the increased number of diseased trees in the metropolitan area has made
local government contracts less appealing to private tree removal companies. Also, a tree
removal contractor has less restrictions and legal requirements (bid bonds and insurance
requirements) if they are working with a private home owner. Another factor is that most cities
cannot guarantee the contractor a set number of trees or stumps that will be removed in a given
year.

Due to the current marketplace, it may be very difficult for the City to obtain more than two bids
in a given year. With the increasing number of tree illnesses negatively impacting public and
private trees there may not be enough financial incentive for a tree contractor to bid on a local
government contract at this time.

Options for the City Council to Consider:

I. Accept the bid proposal from S&S Tree Service for 2005.

2. City considers re-advertising the Tree Removal Request for Proposals a
second time.

Recommendation
Staff is requesting that City Council review the two options that were listed above. Staff is
concerned that the number of contractors interested in this contract may be limited due to the
increased number of Dutch Elm, Oak wilt, and other tree illnesses that are currently impacting
the Twin Cities area. It may be difficult for City staff to find other experienced tree removal
companies that meet the City's insurance and bonding requirements at this time.

Attachments:
. 2005 Tree Removal Proposal-Bid Overview
. 2005 Potential Tree Removal Contractors
.
