<br />4. Was the hardship created by the owner? <br /> <br />(NO) The lot was platted long before the City's current size standards and setback . <br />regulations. Any construction on this site of a reasonable structure would result in the <br />need for a variance of so me kind. <br /> <br />5. Wonld granting the variance alter the essential character of the neighborhood? <br /> <br />(NO) The new house would enhance the character of the neighborhood by removing a <br />substandard structure and replacing it with an attractive modern home. Several of the <br />properties in the surrounding area are closer to the front or side yard property lines than <br />the City's standard setbacks would otherwise allow. <br /> <br />Recommendation <br /> <br />In Planning Case #05-11, staff recommends that the request for a 10- foot Side Yard setback <br />variance and a 5-foot Front Yard setback variance be approved to allow for the construction of a <br />new home on the property at 1137 Edgewater Avenue subject to the following conditions: <br /> <br />1. The applicant shall fiJe all necessary building permits with the Building Official for <br />approvaJ prior to the issuance of a building permit. Building permit plans shall be <br />submitted to the Building Official a minimum of two (2) weeks before the planned start <br />of construction, <br />2. A drainage swale should be constructed along the western portion of the property to . <br />collect the drainage water flowing westward down the hill of the property and carry the <br />drainage toward the street. A revised grading and drainage plan showing this drainage <br />swale shall require the approval of the Arden Hills City Engineer prior to the issuance of <br />any buiJding permits, <br />3, A revised grading and drainage plan showing the elevation of the first floor and basement <br />and the surrounding property shall be submitted to the City and shall require approval by <br />the City Engineer prior to the issuance of any building permits. <br />4. The applicant shall be required to plat the property prior to the issuance of any building <br />permits. <br /> <br />Plan Review Comments <br /> <br />A, Building Permit Plans shall be submitted to the Building Official a minimum of two (2) <br />weeks before the plarmed start of construction. <br />B. No construction shall begin before plans are approved by the City of Arden Hills' <br />Building Official. <br />C.
