<br />ARDEN HILLS CITY COUNCIL WORKSESSION MINUTES <br />APRIL 18, 2005 <br /> <br />4 <br /> <br />. <br /> <br />The proposed plan divides the project into three different segments, There are two different <br />planting bed configurations for the City Council to consider. The planting groups have been <br />labeled groups "A" and "B" in the proposed planting plan, <br /> <br />The median design consists of linear planting beds of perennials that are salt and drought <br />tolerant. The different plants were chosen to provide color throughout the growing season. <br /> <br />Maintenance costs for the Highway 96 landscaping plan are estimated at $30,000 per year, <br />Watering of the plants by City staff may be necessary after the two year plant material warranty <br />expires. The total project is estimated to cost $290,000 with Ramsey County contributing <br />$155,000 and Arden Hills contributing $135,000. <br /> <br />City Engineer Brown noted that the proposed project could be bid this fall. Ramsey County <br />would be responsible for planting trees in the median area, <br /> <br />Ramsey County Engineer Jim Tolaas requested that URS check with the Ramsey County <br />Agricultural Agency to ask for their input regarding which trees will do well along the Highway <br />96 median, Soil preparation is very important for a harsh environment like a highway median. <br />Ramsey County has agreed to purchase 120 trees for the Highway 96 median. The trees have a <br />one year guarantee from the nursery, <br /> <br />Councilmember Holden asked how much does steel edging cost? <br /> <br />. <br /> <br />Kathy Ryan said that steel edging would cost approximately $13,000, <br /> <br />Mayor Aplikowski asked if maintenance costs would be more or less than the last proposal? <br /> <br />Kathy Ryan said that the maintenance costs should be very similar to the last proposal. <br /> <br />Councilmember Larson asked if the plants would need long term watering? <br /> <br />Ms, Ryan said that watering is important for the first year. She also recommends watering the <br />plants at least once a week. <br /> <br />Mr. .Tim Tolaas said that Vadnais Heights did not originally install an irrigation system in their <br />plantings. Vadnais Heights experienced two dry summers and the plants eventually died, <br />Eventually, Vadnais Heights did install an irrigation system in the median area. <br /> <br />Mayor Applikowski suggestcd that the City consider installing an irrigation system along <br />Highway 96. <br /> <br />Councilmember Grant recommended that the City receive a pnce quote for installing an <br />irrigation system. <br /> <br />e <br /> <br />4 <br />
