Information received at that time <br />was very preliminary and it required additional research. <br /> <br />DISCUSSION: <br />On April 29, 2005, Murtuza Siddiqui and Tom Moore met with the Ramsey County Traffic <br />Signal Operations staffto discuss the cost benefit of replacing the existing traffic signal lamps <br />with the energy efficient lamps. <br /> <br />The existing traffic signal lamps have an approximate life span of I Y, years. They draw <br />approximately 150 watts of energy. The LED lamps have an approximate life span of 15 years. <br />The LED lamps draw approximately 12 watts of energy. The number of LED lamps that are <br />proposed to be replaced total 140. These include the reds, greens, arrows, and pedestrians' <br />lamps. The total estimated utility bill savings is $2,700 per year, based on the current energy <br />costs, as estimated by the Ramsey County Traffic Signal Operations staff. If the energy costs <br />escalate, the savings would be much greater. This translates into a cost savings of about 25%. <br />The cost of replacing the lamps is about $5,400 after rebate. The price before rebate is about <br />$ 10,400. The rebate is in effect until the end of the year and is received from Excel after the <br />purchase. Based on this information, the pay back period will be two years. Not to mention, the <br />conservation of energy. The rebate will be in effect until the end ofthe calendar year. <br /> <br />If a decision is made to replace the lamps in the near future, Ramsey County estimates that their <br />staffwill be able to replace these lamps by late summer. Traffic signals that are shared with <br />either Shoreview or Roseville have already been replaced by those cities at their expense. A <br />number of surrounding cities such as, Maplewood, Roseville, Shoreview, White Bear Lake, and <br />Falcon Heights have already replaced the lamps. Oakdale and North St. Paul have not replaced <br />them. <br />
