GoodPointe does not provide professional engineering design/spec <br />services to their infrastructure management clients. They feel this puts them in a position to <br />provide objective recommendations for multi-year maintenance, repair, and rehabilitation needs. <br />Their strategy for this proposed project, as outlined in their proposal, is to: <br /> <br />· Collect high quality pavement condition data according to the standards developed and <br />documented for this project; <br />· Highlight the technical issues facing the City of Arden Hills' infrastructure network; <br />· Work with our staffto determine aggressive, realistic goals for our network; <br />· Use a proven pavement management methodology to accomplish the goals; and, <br />· Establish the process so that Arden Hills can maintain its course with the PMS <br />information that is collected. <br /> <br />GoodPointe provided three options to the City. Option 1 is a "Detailed PCI Survey and <br />Executive Summary Report". This basic option provides the Ctiy with high quality pavement <br />condition data and an executive summary report to document network condition in 2005. <br />Deliverables include the following: <br /> <br />· Pre-survey project kick-off meeting onsite with City staff; <br />. 100% surface area evaluation of all pavements; <br />· Executive Summary Report to document the results of the condition survey (PCI <br />distribution of network, results by street block, etc.); <br />· Digital MS Excel spreadsheet of PC I results; and <br />· Digital MS Word document of executive summary report. <br /> <br />. <br /> <br />Option I will be provided to us for a cost of $4,500. They also will conduct curb and gutter <br />evaluation as part of Option 1. Staff recommends that this be included. <br /> <br />Option 2 from GoodPointe includes all items from Option I, plus additional items as listed in the <br />first attachment to this memorandum. The cost for Option 2 would be $15,425. Option 3 <br />includes all items from Options 1 and 2, plus software and related software services (also <br />described in the attachment.) At this time, staff feels it would be premature and costly to <br />proceed with items outlined in Options 2 and 3. Before proceeding with those kinds of options <br />we would like to have a solution in place regarding engineering services (i.e. the staff position <br />we have in the budget). <br /> <br />Proposal: Bonestroo, Rosene, Anderlik & Associates <br />Bonestroo, Rosene, Anderlik & Associates (Bonestroo) is an engineering and architectural firm <br />located in Roseville. They provide engineering and architectural services to cities and counties <br />throughout the state. They have many years of experience doing PCI ratings for their clients. <br />They have done similar projects for Centerville, Spring Lake Park, and Oak Park Heights. They <br />use a system called the "Pavement Surface Evaluation and Rating" method of street rating (i.e. . <br />P ASER). Thcy believe that this mcthod provides the following benefits: <br />
