Accurate and consistent pavement condition scores; <br />. Low initial cost; <br />. Affordable long-term updating, compared to systems such as Micro-Pave or the PCI <br />method. <br /> <br />They have used the PASER method for projects III LeCenter, Babbitt, and West Bend, <br />Wisconsin. <br /> <br />Bonestroo is quoting a price of$10,500 for the initial street ratings. This would include: <br /> <br />· Task 1: Project management (oversight, minutes, schedules, budget reports) <br />. Task 2: Project initiation (meeting with staff, data collection including maps, photos and <br />segment data) <br />· Task 3: Setup of an excel spreadsheet to incorporate existing data and direct entry of the <br />new data (i.e. the assignment of a condition score 0-100), and discernment of the <br />existence of drainage systems. <br />· Task 4: Extract pavement Condition Data from Field Reviews (using the PASER method <br />to assign condition values to the City streets). <br /> <br />Bonestroo offered some additional options. Periodic Condition Updates would cost $10,500 per <br />year (each time the entire city was done) or they could train our staff to perform this. <br />Establishing a database would cost $8,600, and drainage evaluation would cost $5,010. As noted <br />with the GoodPointe proposal, staff feels it would be premature and costly to proceed with the <br />options, until such time that we have established our in-house engineering capabilities. <br /> <br />PROPOSAL ANALYSIS <br />Staff is in favor of contracting with GoodPointe for the 2005 PCl program. There are several <br />reasons why we are making this recommendation: <br /> <br />1. Cost: GoodPointe can provide a basic PCI rating process for us at the cost of $4,500. <br />This is significantly below Bonestroo's basic proposal ($10,500) and is also below our <br />budgeted amount of$15,000. <br />2. Engineering Services: We are currently in the process of studying the issue of staff <br />engineering services. We feel it would be pre-mature to do more than the basic PCI <br />ratings this year, until we know whether we will be hiring someone on staff, joining <br />forces with another city, or pursuing a different option. We feel confident that <br />GoodPointe can provide the basic PCI rating information we need in order to prepare a <br />pavement management plan, assist with prioritization of projects, and be a resource for <br />CIP/budget preparation. <br />3. Consistencv: For now, GoodPointe continues our tradition of using a numerical <br />pavement condition index based on visual surface inspection. The Bonestroo proposal <br />
